Position Summary:
ANSER is seeking a skilled and analytical Systems & Requirements Engineer with strong technical skills to support the Deputy Assistant Secretary of Defense for Infrastructure Modernization and Resilience in the real property program. In this role, you will be responsible for gathering and managing Department of Defense Real Property, Military Construction, and Energy Resilience and Conservation Investment Program requirements, overseeing application project planning, and ensuring successful delivery of technical systems/solutions. You will bridge business needs with technical execution, ensuring clarity, alignment, and efficiency across multiple Department of Defense stakeholders. You will also leverage Artificial Intelligence and an understanding of key tools with an AZURE cloud environment to advance data management and operational analytics.
Day to Day Responsibilities:
- Utilize Quality Assurance best practices to ensure system accuracy and data quality in and out of the system.
- Gather requirements by conducting interviews, workshops, and analysis to capture business and technical needs.
- Document, validate, and maintain requirements throughout the project lifecycle.
- Track progress by monitoring deliverables, reporting status updates, and ensuring adherence to scope, schedule, and budget.
- Recommend and implement best practices for requirement management and project execution for process improvement.
- Collaborate with team on approaches, challenges, and problems.
- Apply SQL knowledge to pull in data from disparate tables testing.
- Interface with customer for requirements gathering and support for project planning as well as Help Desk support.
- Leverage Quality Assurance AI capabilities as it relates to validating data from implementing a large language model to mine data.
Required Qualifications:
- Active Secret security clearance.
- Bachelors degree in a technical discipline such as Computer Science, Information Systems, Engineering, Mathematics, or similar. Will accept 5 or more years of commensurate professional experience in Department of Defense Real Property Management and/or Energy, Installations, and Environment disciplines (Real Property Asset Accountability, Facility Management, Facility Operations, Engineering, Installations Energy, Environment), or Systems Engineering.
- Ability to translate complex business needs into clear technical requirements.
- Familiarity with system architecture, software development processes, or IT infrastructure.
- Familiarity with AI implementations and practical capabilities.
- Familiarity with Microsoft AZURE cloud-based resources and AI tools available.
- Demonstrated experience with stakeholder communication, acting as the liaison between business units, technical teams, and external partners.
- Hands-on experience with project management and requirement tools (e.g., DEVOPS, MS Excel and Agile methodologies).
- Hands-on experience with quality assurance tools in the system to include testing automation and AI testing methodologies available in the AZURE cloud environment.
Preferred Qualifications:
- Certification in PMP, CBAP, or Agile methodologies
- Project management expertise: Proficiency in methodologies associated with Agile
- Prior experience developing project plans, timelines, milestones, and resource allocations
- Prior experience with identifying potential risks and developing mitigation strategies
- Prior experience supporting implementation of an AI capability to support data mining in the system
- Excellent written and verbal communication for cross-functional collaboration
- Ability to anticipate challenges and propose effective solutions
