The Nuclear Materials Verification (NMV) Program Logistics & Readiness Lead is responsible for managing NMV’s Logistics & Readiness (L&R) project in the Department of Energy (DOE)/ National Nuclear Security Administration (NNSA) Office of Nonproliferation and Arms Control’s (NPAC) Office of Nuclear Verification (NA-243). Primary duties include (1) overseeing logistics of NMV’s domestic training activities, (2) tracking NMV training status and event deliverables, and (3) serving as the NMV Logistics Lead for real-world deployment(s) should they arise. Additional duties include providing logistics support more broadly within the Office of Nuclear Verification, to include support for periodic trainings and exercises led by the Office’s Warhead Monitoring and Verification (WMV) Program as well as other programmatic work, such as L&R support for the Office’s various international engagements. The incumbent requires superior communication and organization skills, attention to detail, commitment to quality, and effective coordination among, within, and between DOE/NNSAHQ, host facilities, NMV and WMV teams from across the DOE complex, and other NMV and United States Government (USG) partner organizations. Due to the potential for quick-turn deployment planning and associated intra- and inter-agency coordination and briefings in this mission area, the NMV L&R Lead must be available in-person full-time at DOE-Headquarters.

ESSENTIAL FUNCTIONS

Managing the L&R Project:

In general, lead the NMV L&R Program, build a strategic vision, take ownership of L&R program documents and the quality of event deliverables, and guide L&R team members. Specifically:

  • Provide effective L&R management
    1. Coordinate closely with the L&R Program Manager for International Engagements
    2. Ensure adequate L&R Team resources (personnel, operational funding, and equipment) are clearly documented in the annual Project Work Plan
    3. Closely track progress against the approved Project Work Plan
    4. Coordinate effectively with Verification Team L&R Leads and ensure they closely engage with NMV teams
  • Ensure implementation of L&R requirements in NMV activities by:
    1. Tracking and reporting timeliness of deliverables
    2. Clearly defining L&R roles for every NMV event
  • Maintain relationships and seek training opportunities with counterparts
    1. Liaison with key NMV partners to include NNSA’s Mobile Packaging Program, U.S. Army’s 20th Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Command teams, the Defense Threat Reduction Agency (DTRA).
  • Adhere to NMV Program safety, training, and quality requirements
    1. Serve as an example to all L&R program members by drafting timely, accurate, high-quality written products that require little review or editing for finalization.
  • Support NMV HQ in strategic communication
    1. Develop NMV brochures, posters, graphics, and other materials as needed
    2. Oversee and promote branding consistency across NMV teams, including terminology, product appearance, and layout.
  • Perform duties and tasks described in NMV L&R Program Manual, including but not limited to:
    1. Routinely update for and keep HQ NMV Federal Program Manager informed of NMV events, strategic training plan, and current readiness via the NMV Events Tracker, L&R Central Training Database, and NMV Events Calendar
    2. Prepare annual NMV Readiness Report/L&R Report.
    3. Review L&R budget and Quarterly L&R Report.
    4. Coordinate annual L&R Planning Meeting.
    5. Annually download all FY NMV Event Deliverables from NMV SharePoint to the HQ server.
  • Assist with clearance transfers to sensitive sites for NMV training events, meetings, and deployments, participate in regular classified briefings on NMV areas of interest, and support NMV response to and potential participation in rapidly evolving national security issues.
  • Travel to support NMV activities as required and approved the NMV Federal Program Manager.
  • For real-world deployments, the HQ Logistics & Readiness Lead will be the primary Logistics Lead for the NMV Team(s), responsible for coordinating travel logistics from mobilization through to redeployment.

Supporting the Weapons Monitoring and Verification (WMV) Program and other Office of Nuclear Verification (ONV) Initiatives as Needed

  1. Work closely with WMV and other ONV staff to provide logistics-related support for periodic WMV-funded, domestic and international training and exercise activities. This may include, as examples, maintaining personnel rosters, ensuring the development and dissemination of logistics-related information, and supporting the passing of clearance and other information needed for site/facility access.
  2. Work closely with WMV and other ONV HQ staff to support the execution of various international engagements led by the Office. This may include, for example, preparing, disseminating, and tracking meeting notifications, agenda, memos, personnel rosters, and approvals for various international activities.

MINIMUM QUALIFICATIONS

  • Master’s Degree
  • Holds a current and active DOE Q Clearance/Top Secret Clearance with ability to acquire an SCI.
  • Minimum four (4) years experience.
  • Superior communication, organizational, interpersonal, and writing skills.
  • Ability to engage with international and USG interagency counterparts on technical and nonproliferation topics and nuclear site visit logistics.
  • Proven project and/or program management skills.
  • Previous experience with execution of complex technical projects with USG Interagency and foreign partners.

PREFERRED QUALIFICATIONS

  • Experience with DOE/NNSA

LOCATION: This position is Full-time in-person support to ONV Headquarters in Washington, DC
