DWES is hiring for a Contract Compliance Supervisor. The Contract Compliance Supervisor plans, implements, and enforces various social equity/justice laws and policies on City contracts related to work wages, benefits, workforce hiring, and the City's procurement of goods and services, including the Local/Small Local Business Enterprise(L/SLBE) Program, the Local Employment Program (LEP), and Prevailing Wage laws. The supervisor trains, evaluates, and supervises assigned staff, and performs related duties as assigned. Contract compliance supervisors are assigned to one of two areas: 1) Business Inclusion or 2) Labor standards.
DWES is also hiring for multiple Contract Compliance positions.
The Contract Compliance Officer series implements the City's Contracting Equity program, including:
- Outreach to local businesses interested in becoming City contractors
- Reviewing applications and certifying local and small businesses
- Enforcing local business participation requirements on City contracts
- Enforcing City contractor Labor Standards, including local hiring and prevailing wage laws

- Experienced in program management and compliance: You manage programs and operational systems, including planning, implementation, and evaluation, while ensuring compliance with local business participation requirements and employment standards.
What you will typically be responsible for:
- Monitoring compliance on complex contracts- including public works contracts, professional services, development agreements, loan agreements, and public-private partnerships- and working with contractors and developers to ensure all program requirements are met.
- Supervising the day-to-day operations of the DWES unit, including assigning and prioritizing work, reviewing quality and accuracy, coaching staff, and supporting ongoing professional development.
- Overseeing compliance activities to ensure programs are administered consistently, equitably, and in alignment with established policies and regulations.
- Providing technical assistance, training, and clear guidance to City staff, contractors, developers, employers, job seekers, and community partners regarding program requirements, policies, and procedures.
- Developing, maintaining, and improving standard operating procedures to ensure alignment with program updates and legislative changes.
- Preparing and presenting reports on compliance activities, trends, and outcomes to internal leadership, boards, and commissions as needed.
- Leading outreach and engagement efforts to increase awareness of the City's equity and justice programs and upcoming opportunities among diverse backgrounds.
- Coordinating with City departments and external agencies to promote consistent program implementation and resolve compliance matters.
- Experience developing and managing programs and systems.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable:
Education:
A bachelor's degree from an accredited university or college in engineering, public administration, business administration, personnel, or a related field.
Experience:
Four (4) years of progressively responsible experience in contract compliance, social equity/justice program administration, personnel, or a related field, performing work such as enforcement involving equal opportunity and nondiscrimination, workforce development, community and stakeholder engagement activities, and research and analysis. Experience may have involved non-profit agencies, the business community, contractors and vendors, or the public. Experience should also include one (1) year of lead or supervisory experience.
License or Certificate/Other Requirements:
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations promptly as required in the performance of duties.

This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902f. All applications received will be forwarded to DWES for further consideration.

Exempt Limited Duration Employee (ELDE): This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

- Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan

Disaster Service Workers
