About This Position

Description:

The Human Resources (HR) Generalist is responsible for performing human resources related responsibilities at a professional level and works closely with the Human Resources Director. This position will support a variety of human resource functional areas such as recruitment, employment, onboarding, employee relations, employee development, performance management, policy implementation, training, compensation, benefit coordination, retention and employment law compliance.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Advise and assist employees and supervisors in a variety of areas including policy and law compliance, employee relations, benefits selection and full employment cycle.
  • Conduct studies, analysis and research on a broad range of human resource assignments, compile statistical data and prepare various reports; research and evaluate a variety of employee programs, prepare and maintain related documents as required.
  • Maintain classification system and employee classification.
  • Monitor and participate in the administration of recruitment activities, post open positions provide coordination among departments and applicable associations, prepare recruitment information and criteria, coordinate outreach on social media and with appropriate organizations or associations, review and evaluate applicant selection procedures.
  • Maintain courteous communication, high level of confidentiality and professional integrity involving employee and departmental concerns at all times.
  • Receive, review and process a variety of forms, documentation and other correspondence associated with human resources operations within designated timeframes; distributes, files and maintains documents as appropriate.
  • Accurately and effectively utilize Human Resource Information System (HRIS) to manage employee records and communication.

GENERAL JOB DUTIES:

  • Assist departments with interviewing process, protocol, training, interview questions, references and notifications.
  • Perform background investigations and reference checks, coordinate drug testing and other pre-employment tests as necessary.
  • Create and distribute employment notices for new hires, position changes, salary changes, separations.
  • Update the human resources pages on the County’s intranet and internet.
  • Plan, organize, schedules, communicate and conduct various meetings, seminars, job and or benefit fairs, open enrollment, community events, programs and trainings related to human resources.
  • Communicates and interprets human resources policies and procedures for managers and employees.
  • Assist applicants with the application process; pre-screen employment applications for minimum qualifications; assist with the interviewing and selection process; verify documentation for education and certification requirements; verify employment and reference checks; and update/maintain human resources applicant tracking system.
  • Support employee benefits programs as the primary point of contact for employees; prepare routine correspondence and provides general information relating to benefits.
  • Coordinate necessary activities and communication with payroll, accounting, information technology, emergency management, security and department heads.
  • Monitor compliance with workplace regulatory practices and complies with reporting requirements including any related to Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Family and Medical Leave Insurance (FAMLI), Employee Retirement Income Security Act (ERISA), State of Colorado Unemployment, the Department of Labor, workers’ compensation, Occupational Employment Wages and Statistics, the Occupational Safety and Health Administration (OSHA) and other applicable mandates.
  • Maintain a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, procedures, new trends and advances in the human resource profession; reads professional literature, maintain professional affiliation; attends workshops, seminars and training sessions as appropriate.
  • Perform other similar and related duties as assigned.

Level II

  • Complete and independently manage all duties of level I at an intermediate level with minimal supervision.
  • Assist in the administration of compensation programs, conduct wage and benefit surveys, analyze market trends, occupational and related data and report pay adjustment recommendations prepare cost estimates of reclassification and position additions, update employee records and control position inventory in assigned systems.
  • Assist in the development and presentation of training modules and various employee training programs including the HRIS and HR topics.
  • Perform various audits and reconciliations; correct discrepancies immediately.
  • Make recommendations to departments regarding human resource issues such as staffing, recruitment, and employee relations.
  • Researches, monitors, and enforces policies to aide in compliance with applicable internal policies/procedures and legal requirements.
  • Assist in the development, review, update and implementation of human resource policies.
  • Manage employee leaves including but not limited to FMLA, FAMLI, Worker’s Compensation (WC), and leaves of absence to ensure compliance with laws, organizational policy and procedures and communication with department leaders.
  • Assist in administration and programming of the HRIS system.
  • Plan, schedule, and coordinate employee open enrollment and benefit meetings.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources.
  • Collaboratively review, write and edit job descriptions for all Delta County positions.
  • Complete Equal Employment Opportunity reports and submissions.
Requirements:

Education:

  • Bachelor’s degree in human resources, organizational behavior, industrial psychology or closely related field with human resources courses or emphasis is required.

Experience:

Level I

  • Three (3) to five (5) years’ recent work experience in human resources with a demonstrated professional level knowledge of the responsibilities listed above is required.

Level II

  • At least six (6) years’ of experience as a human resources professional performing the cross functional skills listed above is required. Professional certification may be substituted for two years of experience.
  • Intermediate proficiency in the following focus areas is required:
  • Medical Leave Management (FMLA, FAMLI, WC)
  • Candidate to employee recruitment phases
  • System database utilization and administration
  • Full implementation of human resource initiative
  • Comprehensive knowledge of employee benefit administration
  • Manage annual employee open enrollment

Licenses/Certifications:

  • Society for Human Resources – Certified Professional (SHRM-CP) OR Human Resource Standards Institute – Professional in Human Resources Certification (HRCI – PHR) is preferred.

Combination of education and experience could waive specific requirement.
