Job Description
DHA-FE FOB CADD Support, San Antonio, TX.
Background: The Military Health System (MHS) has undergone a major business process transformation that involved the establishment of the Defense Health Agency (DHA) in 2013 and a Combat Support Agency (CSA) to provide reach back and reach out support to all Medical Treatment Facilities (MTF). In the National Defense Authorization Act of 2017, the DHA Facilities Enterprise (DHA-FE) expands its role to many of the functions historically assigned to the Service Medical Activities (SMAs) (i.e.: Air Force Medical Service, Navy Bureau of Medicine and Surgery and US Army Medical Command). The Contractor shall provide technical engineering support with the implementation of the Sustainment, Restoration and Modernization (SRM) Programs for DHA.
Period of Performance:
Base Year: 29 June 2026 – 28 June 2027
Option Year 1: 29 June 2027 – 28 June 2028
Option Year 2: 29 June 2028 – 28 June 2029
Option Year 3: 29 June 2029 – 28 June 2030
Requirements:Description
The Contractor shall provide leadership and management of assigned programs, organizing and coordinating projects, personnel, and resources to achieve program objectives. The Program Manager shall provide strategic guidance to team leads and team members to ensure timely and effective execution of tasks in alignment with DHA mission, policies, and organizational culture. The Program Manager shall report directly to the Task Manager and Government Client and shall ensure program deliverables meet the required outcomes for DHA and associated stakeholders
Required Qualifications
The Contractor personnel must meet all of the following:
- Bachelor’s degree from an accredited institution.
- Minimum of three (3) years of documented experience as a Program Manager, including program management, project management, or administrative experience in a medical facilities environment.
- Demonstrated knowledge of DoW and other military service structures sufficient to direct complex staff actions, interpret military command structure, missions, roles, and organizational relationships.
- Experience leading teams of at least 15 personnel, including the ability to evaluate staff actions, proposals, and plans in alignment with DHA and DoW strategic plans, regulations, policies, and operations.
Preferred Skills
The following skills are desirable but not required:
- Proficiency with Microsoft Office Suite and program/project management software.
- Knowledge of program management methodology, performance evaluation, and change management principles.
- Experience managing strict program budgets.
- Strong verbal and written communication skills.
- Ability to multi-task, prioritize, and manage time effectively.
- Understanding of project management principles.
- Analytical skills to translate DHA program and mission objectives into actionable plans within federal, DoW, and medical service regulatory frameworks
Roles and Responsibilities
The Contractor shall:
- Develop evaluation methods to assess program strengths and identify areas for improvement.
- Produce timely and accurate reporting of program status throughout the program lifecycle.
- Prepare contract deliverables in compliance with contractual terms and conditions and assist in the preparation of modifications or replacements as required.
- Ensure standardization and minimize incompatibility across program deliverables and documentation.
- Serve as the lead contact for project areas including control, legal, procurement, and compliance.
- Perform cost management activities, including research, planning, estimating, budgeting, and cost control.
- Execute and refine the program portfolio to align with organizational objectives and strategic initiatives.
- Organize program activities to support the mission and goals of DHA.
- Develop new programs in coordination with the DHA Task Manager to support strategic direction.
- Provide exceptional customer service to internal and external stakeholders throughout the program lifecycle.
- Create and manage long-term goals and objectives for programs and projects.
- Ensure deliverables are produced on time and meet quality standards, including proper grammar and formatting.
- Develop and manage program budgets and operating plans in alignment with organizational requirements.
- Write program funding proposals to support uninterrupted delivery of services.
- Manage a diverse team of staff members, ensuring goals are met for customer satisfaction, safety, quality, and performance.
- Implement and manage changes or interventions to achieve project and program objectives.
- Conduct regular meetings with clients to facilitate transparent communication regarding project issues and decisions.
- Monitor multiple projects throughout the program lifecycle, managing day-to-day details and coordinating resources.
- Track program progress and submit regular updates to program directors and higher-level management.
- Prepare and present progress, budget, and status reports to program directors and executives.
- Lead, mentor, and support team members and project staff to accomplish program objectives.
- Identify, solve, and escalate program issues to the Program Director as needed.
