NAVAIR - Cooperative Program/Project/Management Analyst, Senior (TS/SCI Required) at American Technology Solutions International Corp. – Patuxent River, Maryland

The Cooperative Program/Project/Management Analyst, Senior will provide senior-level program management and analytical support for security cooperation and international programs. The selected candidate will support program planning, execution, and oversight activities to ensure compliance with Department of Defense and Department of the Navy policies and lifecycle management processes.

The Cooperative Program/Project/Management Analyst, Senior will work closely with Government leadership, Cooperative Program Managers, and Security Cooperation team members to support Foreign Military Sales (FMS) and cooperative programs, including policy compliance, program execution, and stakeholder coordination.

The ideal candidate will be a motivated self-starter, detail-oriented, and capable of leading complex efforts while working both independently and collaboratively in a fast-paced, internationally focused acquisition environment.

Required Education:
Master’s degree (MA/MS) from an accredited college or university, or Bachelor’s degree (BA/BS) with an additional four (4) years of relevant experience.

Required Experience:
Over 10 years of experience performing duties described in the functional description, with at least five (5) years of experience successfully managing Electronic Warfare (EW) technology development programs.

Desired Experience:
Experience supporting Department of the Navy or Department of Defense programs performing duties of a program/project/management analyst in support of security cooperation programs. At least one (1) year of demonstrated experience with international program policy, foreign disclosure review, export compliance, and/or international agreement management. Demonstrated skills in process development and management, training delivery, and briefing program status to leadership.

Functional Description:

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, and business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies Government-instituted processes for documentation, change control management and data management.

Display previous experience with international programs management, to include foreign disclosure review processes and policy. Supports the efforts and actions of the Cooperative Program Managers/Team Leads for Cooperative programs. With other members of the Security Cooperation team, and under direction of the Cooperative Program Managers/Team Leads, assists the Cooperative Manager in analyzing and managing all aspects of Foreign Military Sales (FMS) and Cooperative casework in accordance with the Arms Export Control Act and the International Traffic in Arms Regulation (ITAR) as well as applicable Department of Defense (DoD) Acquisition policy guidance.

Position Location: Government office located in Patuxent River, MD (Work Schedule: Monday through Friday)
