About This Position

The City of Northampton is seeking a Director of Veterans Services!
  • One (1) Full-time Vacancy: 40 hours per week
  • Monday through Friday, nights and weekends
  • Grade J; Hourly Rate Range: $36.33 - $47.48
  • Proposed start date: May 15, 2026

DEFINITION:

Position is responsible for planning, staffing and budgeting for the veterans’ service district, overseeing the operation of the MGL Chapter 115 program and applications for Veterans’ Administration benefits.

ESSENTIAL FUNCTIONS

  • Provides counseling and case management for veterans and their dependents; refers veterans to appropriate agencies and/or service providers; assists veterans by providing information and guidance concerning assistance and benefit options.
  • Directs and participates in the administration of various veterans’ benefits available to veterans and their dependents under state and federal law, including pensions, compensation, hospitalization, outpatient treatment, education and burial payments; assists veterans in completing applications and other forms and in locating eligibility documentation; directs investigation of the needs and qualifications of applicants; processes applications; authorizes payments; performs follow up activities to confirm appropriate use of benefits and assistance.
  • Assists returning veterans with reintegration process.
  • Provides community education and outreach; works with veterans on community projects to find housing, furniture, food, transportation and other needs; serves as Mayor’s liaison to related organizations and governmental institutions.
  • Prepares reports to account for funds; submits reports to state agencies to request reimbursements and ensures that applications and reports comply with state laws and regulations relative to reimbursement; prepares and administers department budget; keeps accurate records of expenses and account balances.
  • Designs budgets for and monitors adherence by clients.
  • Attends meetings and trainings as needed.
  • Oversees organization and coordination, planning of parades, ceremonies and memorials.
  • Performs similar or related work as required.

The employee has regular access at the departmental level to a variety of sensitive and confidential information.

EDUCATION AND EXPERIENCE
High School degree, including or supplemented by courses in human services and office administration and from three to four years of experience in public administration and community service, or any equivalent combination of education and experience, required

Must be an honorably discharged veteran with at least two years of military service.

Valid Massachusetts Class D Driver’s License required.

KNOWLEDGE, ABILITY, AND SKILLS
Knowledge: Knowledge of federal and state veterans’ benefits, programs and services. Knowledge of methods and principles of veterans’ benefits assistance, casework, administration and available resources. Knowledge of accounting; knowledge of Microsoft Word and Excel; knowledge of software used for veterans’ benefits.

Abilities: Ability to plan, negotiate and assume leadership in relations with community and governmental agencies. Ability to treat individuals with dignity, fairness, sensitivity and compassion.

Skills: Skilled at establishing effective working relationships with applicants, recipients, other agencies and the general public.

PHYSICAL, MOTOR, AND VISUAL SKILLS
Physical Skills: The work involves physical skills typical of an office environment, including sitting, standing, walking and stooping. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.

Motor Skills: The work may require motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.

Visual Skills:
Essential position functions require ability to review documents for general understanding and analytical purposes, ability to view a computer monitor, and ability to drive car.
