Job Description

Crawford is seeking a talented Quality Assurance Representative III in support of the U.S. Army Corps of Engineers (USACE) for the Everglades Agricultural Area (EAA) project. The EAA project consists of primarily heavy civil construction. Examples of work includes clearing, grubbing, excavation, cutoff walls, embankment dams, canal filling/backfilling, canal construction, flood control gates, pump stations, and associated electrical works.

The Quality Assurance Representative III provides expertise in at least one of the following areas: environmental impact, earthwork, handling of hazardous materials, aggregate processing, soils, concrete, electrical, mechanical, FDOT regulations, LEED guidelines, safety, and health, architectural, commissioning, among other activities related to general and heavy construction.

· Serves as a Senior Inspector on complicated issues concerning the construction of a major civil works project. Requires a thorough knowledge of the safety requirements.

· Reviews plans, specifications, water district codes, sewer district codes, railroad regulations, building codes, industry standards, regulations, technical manuals, etc., to become thoroughly familiar with job requirements to assure compliance.

· Prepares, reviews, and submits daily inspection and construction progress reports showing such data as major items of work performed, labor and equipment used, material and equipment received and installed, etc., and pertinent remarks as to progress and status of work, causes of delays, unusual developments, etc.

· Maintains records of departures from original plans and specifications and furnishes such data in the form of marked prints and explanatory notes for the preparation of final "as built" record drawings.

· Analyzes problems and reviews and interprets the requirement of plans and specifications.

· Discusses details of construction with the Construction Contractor personnel.

· Assures that materials incorporated into the construction work are in compliance with plans and specifications and that items requiring laboratory testing are tested before use on the project.

· Reviews shop drawings register in coordination with the Government to assure that submittals are being made in a timely manner with sufficient lead time that allows for review and approval prior to needing the materials at the job site. On those items requiring laboratory tests, is responsible for securing required samples for such testing, and reviews results of tests permitting use on the project.

· Exercises surveillance to assure the Construction Contractor is conducting quality control operations to produce work in conformance with plans and specifications. Ascertains that quality assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan. Brings any deficiency to the attention of the Construction Contractor and extracts compliance.

· Provides daily surveillance of Contractor Quality control (QC) system to assure that it is working effectively, in that required quality tests are made and appropriately reported in a timely manner along with daily quality control reports.

· Advises the Government of faults in the system, along with recommended solutions.

· Discusses with the Government the need for preparation for joint, pre-final, and final inspections.

· Provides information to the Government on estimates of work completed and reports on deficiency items and any contractual matters for which payment should be withheld.

· Maintains inventories and materials stored on site for which payments are made.

· Prepares deficiency lists for items to be corrected. Follows up to assure timely corrections.

· Reviews all the Construction Contractor's safety plans and advises the Government of recommendations.

· Inspects safety precautions exercised by Construction Contractors and suggests remedial measures, as required.

· Implements work stoppage on portions of the work where significant violations occur. May serve as safety officer representative.

· Receive, review and process submittals (i.e., date stamp submittals, check submittals into RMS, review submittals, aid in generating responses, file submittals in RMS and file the hard copies).

Requirements:

Desired Job Experience

· Experience with USACE projects

· Ten (10) years of experience in construction and seven (7) or more years of experience in heavy civil projects.

· Applicants selected for employment will be subject to a federal background investigation

General Knowledge, Skills, and Abilities

· Proficiency in Microsoft Office applications, including Word, PowerPoint, and Excel.

· Possess a solid understanding of technical reviews, documentation revisions, and version control.

· Experience working in digital collaboration environments, such as Teams and SharePoint.

· Physically capable of walking over rough terrain and standing for long periods of time.

Class C - Standard Driver's License (Required)
