Job Description

POSITION SUMMARY:

The Chief Financial Officer serves as the organization’s senior financial executive and provides both strategic and hands-on leadership across all finance functions for FPCSN. The CFO operates as both strategic advisor and operational finance leader, overseeing accounting, budgeting, revenue cycle, grants management, audit readiness, treasury, and financial strategy. The CFO partners closely with the Chief Executive Officer, executive leadership team, and Board of Directors to ensure fiscal integrity, regulatory compliance, sustainable growth, and strong stewardship of organizational resources in support of the health center’s mission. This role blends the responsibilities often distributed among a Controller, Director of Finance, and CFO in larger organizations.


The CFO serves as a member of the Family Practice and Counseling Services Network (FPCSN) Executive Team, participating in network-wide strategy development, planning, and decision-making. In conjunction with the CEO and COO, the CFO provides strategic and operational leadership. The CFO provides direction in the development and implementation of the financial management, budgeting, accounting and revenue cycle functions of FPCSN, develops and executes both short and long-term financial management plans/strategies which will enable the FPCSN to maximize the potential of its financial resources to meet changes in healthcare economics and achieve organizational objectives and ensure fiscal responsibility. The CFO ensures full compliance with all Federal, State and Local legislation relative to finance and billing functions of FQHC service delivery and GAAP reporting. The CFO works in collaboration leaders in all levels of the organization to improve financial quality, define annual financial quality goals, adopt key performance indicators, set benchmarks and make strategic recommendations to direct and lead fiscal and revenue functions.


ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Strategic Financial Leadership
  • Serve as principal advisor to CEO and Board on financial strategy and organizational sustainability.
  • Develop long-range financial strategies aligned with mission, growth, and risk management.
  • Support strategic planning, service expansion, and business development opportunities.
  • Lead financial modeling and scenario planning.
  • Evaluate strategic investments and capital planning opportunities.
  • Assess financial implications of new programs, service lines, and partnerships.
  • Support enterprise sustainability and growth planning.


  1. Finance and Accounting Operations
  • Oversee all accounting and finance operations, including:
    • General ledger
    • Accounts payable and receivable
    • Financial close processes
    • Cash management
    • Payroll oversight
    • Internal controls
    • Financial policies and procedures
    • Financial systems oversight
  • Ensure timely monthly, quarterly, and annual financial reporting.
  • Prepare and present monthly financial statements and analyses.
  • Maintain accurate accounting records and reporting systems.
  • Strengthen internal controls and fiscal safeguards.
  • Ensure compliance with nonprofit and healthcare accounting standards.

  1. Budgeting, Forecasting and Financial Planning
  • Lead development of annual operating and capital budgets.
  • Coordinate organization-wide budgeting process.
  • Prepare multi-year financial projections.
  • Monitor budget-to-actual performance.
  • Conduct variance analysis and recommend corrective actions.
  • Develop and maintain management dashboards and key financial indicators.
  • Support productivity and margin improvement initiatives.

  1. FQHC Reimbursement and Revenue Strategy
  • Oversee and analyze:
    • Medicaid reimbursement
    • Medicare reimbursement
    • Prospective Payment System (PPS)
    • Managed care performance
    • Sliding fee revenue impacts
    • Value-based reimbursement opportunities
    • Revenue cycle performance trends
  • Partner with operational leaders to optimize revenue.
  • Monitor payer performance and reimbursement risk.
  • Support contract and payer strategy.
  • Identify opportunities for revenue enhancement.
  • Support cost reporting and reimbursement optimization.

  1. Grant and Federal Compliance Financial Oversight
  • Oversee financial management of:
    • Federal grants
    • State grants
    • Foundation and private grants
    • Restricted funding
  • Ensure compliance with:
    • HRSA Health Center Program requirements
    • Uniform Guidance (2 CFR 200)
    • Single Audit requirements
    • Federal financial reporting requirements
  • Grant budget oversight
  • Financial grant reporting
  • Drawdown monitoring
  • Restricted fund controls
  • Audit-ready grant documentation

  1. Audit, Compliance and Risk Management
  • Lead annual independent audit preparation.
  • Coordinate Single Audit activities.
  • Manage external auditor relationships.
  • Support tax filings and required reports.
  • Maintain audit readiness.
  • Strengthen internal control environment.
  • Oversee financial risk management.
  • Support insurance and treasury oversight.
  • Support operational site review readiness related to finance.

  1. Board and Leadership Support
  • Staff Board Finance Committee.
  • Prepare Board financial reports and dashboards.
  • Present financial statements, forecasts and analyses.
  • Support Board financial education and decision-making.
  • Serve as strategic partner to executive leadership.

  1. Team Leadership and Department Management
  • Supervise finance, accounting and revenue cycle staff.
  • Establish departmental goals and performance standards.
  • Coach and develop team members.
  • Support succession planning.
  • Foster culture of accountability and continuous improvement.


EXPERIENCE AND REQUIREMENTS:
Candidates should possess a diverse range of skills and experience including but not limited to:

Required Education and Experience

  • Bachelor’s degree in Accounting, Finance, or related field
  • CPA strongly preferred
  • MBA, MHA or related advanced degree preferred
  • 8+ years progressive finance, operations, business management experience
  • 5+ years healthcare or nonprofit finance experience
  • 5+ years supervisory experience. 
  • Strong experience in financial reporting, budgeting and forecasting, audit management, internal controls, cash management
  • Strongly preferred experience in FQHC/community health center finances, HRSA grants management, single audit, value-based payment models
  • Hands-on leadership capabilities


Required Skills and Abilities

  • Demonstrated ability to lead and manage financial operations, including budgeting, forecasting, contract negotiation, and capital planning, within a complex healthcare or nonprofit environment.
  • Deep understanding of GAAP, HRSA, Medicare, Medicaid, and third-party payer requirements, including experience with federal, state, and local healthcare funding regulations.
  • Strong analytical skills with the ability to interpret financial data, identify trends, assess risks, and develop actionable strategies to improve performance.
  • In-depth knowledge of billing, collections, charge capture, accounts receivable, and denial management. Proven ability to streamline and optimize revenue cycle processes.
  • Proficiency with financial software systems (e.g., general ledger, billing platforms, data reporting tools) and strong Excel skills. Familiarity with electronic health record (EHR) systems and healthcare data interoperability is preferred.
  • Ability to oversee internal and external audits, ensure proper documentation, and maintain robust financial controls to reduce risk of fraud, waste, or abuse.
  • Proven ability to supervise, mentor, and develop multidisciplinary teams, fostering a values-based, collaborative work environment.
  • Excellent verbal and written communication skills, including the ability to present complex financial information to senior leaders, board members, funders, and other stakeholders.
  • to build and maintain effective working relationships with internal departments, external partners, funders, auditors, and regulatory bodies.
  • Strong organizational and time management skills with the ability to lead multiple projects, meet deadlines, and manage competing priorities.
  • Experience in leading continuous quality improvement initiatives and monitoring financial performance metrics to ensure accountability and outcomes-based management.
  • High degree of integrity, discretion, and commitment to ethical standards, including the ability to manage sensitive financial and personnel data in accordance with HIPAA and organizational policy.


Other Qualifications

  • Ability to pass required background screenings.

  • Maintain reliable transportation to travel throughout the network and/or participating in events outside the network as needed.
  • Must be willing to work on-site.
