Overview
The Acquisition Specialist will support the Defense Health Agency (DHA) by providing comprehensive acquisition, contract, and performance management support within a federal environment. This role focuses on ensuring compliance with Department of Defense acquisition policies, including the Adaptive Acquisition Framework (AAF) and DoD 5000 series, while assisting in the development and execution of acquisition strategies, contract documentation, and reporting requirements. The specialist will manage deliverables, support financial and contract administration processes, and contribute to acquisition planning and decision-making. Strong technical writing, organizational skills, and the ability to manage multiple priorities are essential, along with experience in federal acquisition environments. The position is hybrid, with occasional on-site support required in Falls Church, VA, and offers the opportunity to work closely with government stakeholders in a mission-driven setting.
Responsibilities
- Provide contract management support, performance management support, contract financial management support (Invoice, Receipt, Acceptance, Property Transfer (iRAPT), and Procurement Integrated Enterprise Environment/ Wide Area Work Flow (PIEE/WAWF)), ensuring compliance of the processes with Federal and DoD regulations and standards required by the MHS IT Directorate (i.e., FAR, DFARS, DoD 5000, etc.).
- Process CDRLs received by:
- entering CDRLs/deliverable requirements into the Deliverable Tracking System
- verifying CDRLs/deliverables and contract submittal letter
- checking submitted media for virus and soft format errors
- tracking data in the Deliverable Tracking System
- notifying the project team of receipt of the CDRL/deliverable
- recording acceptance/rejection in the CDRL/Deliverable Tracking System
- Support the acquisition decision-making process of the organization by analyzing the advantages and disadvantages of the proposed acquisition strategies/plans. Assist with market analysis, coordinate solutions, and ensure an acquisition complies with applicable laws and procedures.
- Adopt current best practice, recommendations of techniques and procedures, tools, and templates, and assist Government oversight personnel in the execution of their duties, such as Contracting Officer Representative (COR).
- Assist in the preparation of acquisition packages. Support development of various documents necessary for the package preparation, including but not limited to DHA Service Contract Approval Request (DSCAR), Acquisition Strategy, Acquisition Plan, Pricing Sheet, DD254 Department of Defense Contract Security Classification Specification, Quality Assurance Surveillance Plans, and Performance Work Statement. Ensure an acquisition complies with applicable laws and procedures.
- Prepare documentation to support Commercial Solutions Openings (CSO), including but not limited to justification of innovation, evaluation reports, and simplified solicitation documents.
- Prepare documentation to support Other Transaction Authority (OTA), including but not limited to non-traditional participation, OTA agreements/contracts, and determination of prototype completion.
- Write business processes and process assets to support the Portfolio Acquisition Executive (PAE) model.
- Assist in preparing required documents (e.g. Memoranda, Purchase Request (PRs), acquisition strategy documents, performance work statements, procedures, spreadsheets, briefs, etc.).
- Assist in preparing performance work statements in detail to delineate the requirements to the contracting office in the proper format as required.
- Provide support for contract administration, including but not limited to review of contract modifications, extensions, and contract closeout documents. Organize, maintain, and electronically track all contracts and related documents.
- Establish and maintain a file maintenance plan to manage acquisition artifact configurations.
- Facilitate required meetings and forums to provide the stakeholders with increased visibility of planned acquisition activities, and to ensure task-related risks and issues are efficiently communicated & effectively mitigated.
- Assist in the acquisition planning, including documentation, briefings, and solicitation documents.
Qualifications
- Bachelor's degree
- 2+ years of budget management and acquisitions experience.
- 3-5 yrs experience supporting and interpreting Adaptive Acquisition Framework (AAF) policies (i.e., DoD 5000 series) and associated reporting requirements.
- Familiarity with the DoD, Military Health System, and/or the Defense Health Agency is highly desired.
- Must have technical writing and effective communication skills (verbal and written).
- Must be detail-oriented, organized, and self-motivated with close attention to detail.
- Ability to efficiently and effectively handle multiple and shifting priorities.
- Ability to lead fellow team members to support various AAF compliance and reporting efforts.
- Must be able to obtain a Public Trust clearance
- Hybrid position with the ability to report to the DHA office in Falls Church, VA (7700 Arlington Blvd., Falls Church, VA 22042) as needed.
