Position Summary
The OSP Senior Manager of OSP Design is responsible for the Designers, Design Techs (Drafting), and Planners that create Splice MOPS. Responsible for leading and managing all aspects of outside plant network design, drafting, and splicing documentation (MOPs). This role ensures the accurate, efficient, and cost-effective design and implementation of fiber optic networks that support our customers, company expansion, maintenance, and upgrading initiatives. This role will also support the Director and assigned design leads associated with Vendor Management responsibilities for selected projects where it makes sense to outsource.
The ideal candidate will have a strong technical background in fiber engineering, GIS systems, splicing documentation, and quality control processes, along with proven leadership skills in managing cross-functional teams.
What you will be doing
Leadership & Management
- Oversee day-to-day operations of OSP Engineering, Drafting, and Splice MOP teams.
- Develop and maintain organizational structure, staffing plans, and performance goals.
- Provide technical leadership, mentorship, and training to team members.
- Coordinate with internal departments (Construction, Planning, Operations, and GIS) to align goals and deliverables.
OSP Engineering
- Manage engineering deliverables for greenfield builds, overbuilds, augments, and various projects.
- Optimize design efficiency while maintaining scalability, redundancy, and quality standards.
- Ensure accuracy for construction teams, and asset management records distribution.
Drafting & Documentation
- Oversee drafting production for accurate designs & documentation for permits.
- Implement and enforce drawing standards, symbology, and layer conventions.
- Manage integration of drafting data into enterprise systems such as IQGeo. (future)
- Ensure accuracy for permitting, construction, and asset management purposes.
Splice MOPs (Methods of Procedure)
- Lead the team deliverables to provide splice MOPs for new construction, restoration, and reconfigurations, as soon as drafting is completed to be ahead of schedules.
- Establish and maintain splice documentation standards and labeling conventions.
- Ensure accurate fiber assignments directly in IQGeo for the Records Management team.
Quality Control & Compliance
- Develop and manage QA/QC programs for engineering, drafting, and splicing deliverables.
- Maintain compliance with internal standards, customer requirements, and regulatory agencies.
Strategic Planning & Process Improvement
- Work with the National Director to drive process improvement initiatives to increase efficiency and accuracy in OSP workflows as a national standard.
- Support the adoption of new tools and technologies for engineering and data management. (future)
- Forecasting OSP Design and Drafting projects to outsource where it is more efficient due to resource constraints and timelines of specific projects.

What you will need
- Strong understanding of OSP network design, and knowledge of both aerial and underground installations, MDU and MTU opportunities.
- Proficiency in using CAD, GIS (IQGeo) and other design software tools for OSP network planning.
- Proven leadership skills, with the ability to supervise and mentor technical teams.
- Excellent project management skills, with the ability to balance competing priorities, meet deadlines, and manage resources effectively.
- Strong problem-solving abilities and attention to detail.
- Ability to communicate effectively with both technical and non-technical stakeholders.
- Ability to explore potential business opportunities
- 6 plus years of experience in telecommunications, construction, or engineering support preferred.
Education:
Bachelor’s degree in telecommunications, electrical engineering, or a related field required. Advanced technical certifications in OSP, fiber optics, or project management are a plus.
