Job Description

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Financial Analyst (Mid) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Essential Duties & Job Functions:

  • Provides advanced financial management support for SEA 05 programs and projects, including budget development, execution, analysis, and reporting activities across multiple funding lines.
  • Supports Program Managers (PMs), Business Financial Managers (BFMs), and leadership with financial planning, cost analysis, obligation tracking, expenditure reviews, and budget execution recommendations.
  • Analyzes program and project budget performance, develops recommendations for obligation and execution plans, and supports fiscal year reporting requirements.
  • Assists with Midyear Reviews, End-of-Year Closeout, Task Planning, Program Objective Memorandum (POM) activities, and financial submissions for DON, OSD, and Congressional reporting.
  • Reviews financial discrepancies, unresolved obligations, unmatched disbursements, and accounting variances across Navy ERP and legacy systems, providing recommendations for corrective action.
  • Supports Defense Travel System (DTS) operations, including Defense Travel Administrator (DTA) support, travel documentation review, foreign travel approvals, Government credit card servicing, and travel compliance monitoring.
  • Coordinates contract administration support activities including funding documentation, contract modifications, procurement request analysis, and financial accountability actions supporting CORs and SEA 05 leadership.
  • Provides Navy ERP administrative and management support, including policy development, reporting requirements analysis, workload forecasting, system troubleshooting, and financial system process improvements.
  • Supports Navy ERP user account management, role mapping, training coordination, access reviews, and ERP execution planning across SEA 05 organizations.
  • Interfaces with PMs, BFMs, CORs, TPOCs, and Government stakeholders to support financial execution, contract performance, and operational efficiency.
  • Develops reports, dashboards, metrics, and briefing materials for leadership to support decision-making, financial transparency, and program performance improvements.
  • Performs related duties as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Applicants must meet one of the following minimum qualifications:
  • Highschool diploma or GED and ten (10) years of relevant experience in financial support or a related functional area; OR
  • Bachelor’s degree in a relevant field and five (5) years of relevant experience in financial support or a related functional area; OR
  • Master’s degree in a relevant field.

Preferred Experience

  • Experience preparing, coordinating, and documenting complex financial analysis projects involving financial and expense performance, rate of return, depreciation, working capital, and investments.
  • Experience providing analysis for forward-looking financial and business-related projects.
  • Experience preparing forecasts and analyzing trends in manufacturing, sales, finance, general business conditions, and related areas.
  • Experience identifying trends and developments in competitive environments and presenting findings to senior management.
  • Experience conducting special financial and business-related studies and coordinating with other departments in preparation of analysis.
  • Experience creating and analyzing monthly, quarterly, and annual reports while ensuring financial information is accurately recorded.
  • Experience performing financial forecasting and reconciliation of internal accounts.
  • Experience working as a specialist in complex technical and business matters.
  • Experience using Navy Enterprise Resource Planning (Navy ERP) and Program Budget Information System (PBIS).
  • Experience managing and executing at least three appropriations such as O&MN, RDT&EN, OPN, SCN funds, or other service equivalent funds.
