About This Position
Under general policy guidance and direction of the Village Manager, the Public Works Director performs complex supervisory, administrative, and professional work in planning, organizing, directing, and supervision for the utilities department including all water production, water distribution, and sewer collection functions for the Village of Ruidoso and the Street Department. This position is exempt from FLSA. Regular work hours are 8 am to 5 pm, Monday through Friday, however hours will be determined by whatever is necessary to do a quality job. This will include some nights, weekends and holidays. The Public Works Director reports directly to the Village Manager. Annual Salary is dependent on qualifications and negotiable.
The Public Works Director will serve as a member of the Village’s leadership team. Responsible for all department services and activities including, but not limited to planning, design and construction of capital projects, street maintenance activities (including paving and parking area maintenance), sewer and storm drain maintenance, fleet maintenance and repair, and Village buildings and facilities maintenance. The Public Works Director is responsible for Requests for Proposals (RFP), bids, grant applications, contracts and other documents assigned and monitors associated documents and reporting requirements through completion. The Public Works Director provides support for the departments within purview and assists with day-to-day department operations in those departments when needed or to cover department manager’s vacancies and vacations. This position develops and implements policies and procedures to advance the department's mission, goals, and objectives. Determines and recommends to the Village Manager, levels of staff and equipment needed to effectively provide services to the Village.
Knowledge of: street and drainage maintenance and repair, knowledge of state and federal highway regulations, Street Department policies and procedures and the Village Personnel Manual, practices, procedures and regulations of a municipal street maintenance operation. knowledge of state and federal highway regulations, how to run and maintain and asphalt plant and the permitting requirements for the EPA, safety policies and practices for working in the public right-of-way, street maintenance and construction operations and techniques, including street repair, routine maintenance, major maintenance, construction, snow removal, and street sweeping, operation of street maintenance and construction equipment, including dump trucks, graders, loaders, back hoes, snow plows, and street sweepers, knowledge of comprehensive plans including their formation, process of adoption, and enforcement; through knowledge of water and wastewater systems and treatment; extensive knowledge of planning programs and processes; working knowledge of personal computers and GIS applications.
Ability to: balance a variety of duties, prioritize, and meet deadlines, understand and carry out instruction and procedures with minimal supervision, work independently and cooperatively, make fair and concise decisions, maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles, drive, occasionally long distances, work in stressful environment and deal effectively with stress, perform duties and adapt to flexible work schedules as established by management.

- Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
- Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations
- Performs complex research and prepares associated reports on water issues, sewer collection, street maintenance and repair, and wastewater treatment impacting the Village of Ruidoso to the Village Council and Management
- Prepares and documents budget requests; administers adopted budget in assigned area of responsibility
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; prepares departments annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time
- Recommend to the Village Manager hires, promotions, disciplinary actions, and termination of employees following established procedures and policy. Also ensure the completion of employee evaluations,
- Establish, within Village policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly.
- Responsibilities include interviewing, selecting, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, identifying and resolving problems.
- Plan, direct and coordinate the Public Works Department’s work plan; assign projects and areas of responsibility; review and evaluate work methods and procedures.
- Provide training and technical assistant to staff.
- Manage all capital improvement projects, ensuring adherence to Village ordinances, policies and procedures, including negotiating and drafting agreements and contracts with consultants, contractors, and other governmental agencies.
- Communicates official plans, policies and procedures to staff and the general public
- Responds to public request for information or other inquiries related to the water production, sewer collection, street maintenance and repair, wastewater treatment plant and capital projects.
- Respond to and resolve difficult and citizen inquiries and complaints regarding delivery of services and capital improvement projects.
- Attends all regular meetings of the Village Council and Joint Use Board; attends special meetings of the Village Council, departments, or administration at which attendance may be required.
- Coordinate assigned activities with other departments, agencies and organizations.
Physical Demands- Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
- The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustments of office furniture.
- Occasional pushing, pulling, lifting and/or moving up to 25 pounds.
- Occasional bending or squatting required.

- Noise levels could be moderate to loud in work environment.

- Travel Requirements
- Normal / moderate travel – ability to travel for activities such as meetings, classes, and workshops in and out of the service area.
- Must be able to travel by air as needed to attend training, conferences, and related activities.
- Overnight travel as required.
- Bachelor's degree in engineering or related field and three years water experience or public works experience including three years supervisory experience, OR an associate’s degree in engineering or related field and five years water experience or public works experience including three years supervisory experience, OR high school education and six years water experience or public works experience including two years of supervisory experience.
- Considerable knowledge of engineering principles, practices and methods as applicable to a municipal setting; through knowledge of applicable Village policies, laws and regulations affecting department activities
- Knowledge of comprehensive plans including their formation, process of adoption, and enforcement; through knowledge of water and wastewater systems and treatment; extensive knowledge of planning programs and processes; working knowledge of personal computers and GIS applications
- Excellent communication and organizational skills required
- Ability to balance a variety of duties, prioritize, and meet deadlines.
- Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
- Ability to understand and carry out instruction and procedures with minimal supervision.
- Ability to work independently and cooperatively.
- Must show initiative and ability to assume a leadership role.
- Ability to make fair and concise decisions.
- Must be able to pass regular criminal history checks.
- Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Minimum of a Class B CDL endorsement is preferred or the ability to obtain a minimum of a Class B credential within 1 year from hire. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
- Must have experience able to operate heavy equipment I.e. Backhoe, skid steer, motor grader.
