About This Position

The Staffing Manager will oversee their respective division’s team’s day-to-day work of hiring staff. This position will partner with departments throughout the MBTA in planning, recruiting, and hiring of all positions. This role will be responsible for the training, development, and performance management and supervision of their team.


  • Manage a team of staffing professionals, including recruiters and coordinators.
  • Ensure all Staffing team members are trained on MBTA policies, ATS, HRIS systems and best practices.
  • Plan and participate in outreach and recruitment efforts in conjunction with the Office of Diversity and Civil Rights. Attend and participate in the MassDOT/MBTA, industry recruitment meetings.
  • Compile and maintain documents pertaining to hiring, promoting, transferring, and appointing employees and all Human Resources related functions.
  • Coordinate with Labor Relations, Legal and other departments regarding staffing and workforce development activities, requests for hiring records or information regarding promotions, hires, or appointments.
  • Manage and audit PeopleSoft, NEOGOV and other manual and automated systems for accuracy.
  • Assist in the development and implementation of new information systems, metrics, dashboards, and other management tools for the Staffing Team
  • Provide metrics and reports as requested by the HR Management Team or chief.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Team of four (4) to six (6) typically, including recruiters, talent acquisition specialists, and coordinators


  • A Bachelor’s degree from an accredited institution in Human Resources, Business, or related field
  • Five (5) years of experience in recruitment and staffing activities
  • One (1) year of related supervisory, managerial, and/or leadership experience
  • Experience working with and reporting from an HRIS.
  • Knowledge and experience implementing Staffing/Recruiting/HR best practices.
  • Knowledge of State and Federal employment laws
  • Working knowledge and experience using MS Word, Excel to create reports, memos, worksheets.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking, and time management skills
  • Ability to prioritize work.
  • The ability to use Word, Excel, PowerPoint, or PeopleSoft
  • The ability to handle sensitive and confidential information in an appropriate manner.
  • Excellent customer service, interpersonal, presentation and conflict resolution skills
  • Ability to provide internal and external customers with a courteous and professional experience.

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience and Skills

  • Experience hiring in a high-volume environment.
  • Experience handling recruitment and staffing activities in the public transit setting.
  • Experience with Internet, Diversity, and/or Social Media recruiting.
  • Experience with PeopleSoft or NeoGov.
