PROJECT ENGINEER P.E.
JOB SUMMARY: PG S116
Demonstrates ability to manage multiple scale and multi-discipline projects; Performs responsible administrative engineering work in planning, permitting, reviewing and coordinating engineering activities with high degree of independent professional judgment.

ESSENTIAL FUNCTIONS:
Plans, reviews, and coordinates the work of in-house staff and others performing engineering services.
Coordinates and evaluates engineering and construction work that involves ECUA facilities.
Exercises supervision over a staff of subordinate, professional, technical, and administrative personnel.
Directs personnel in engineering and construction activities.
Plans, coordinates, directs, and implements the work of consulting engineers and contractors. Reviews construction plans and specifications.

Performs in-house design of water and wastewater projects.

Review ECUA water & wastewater permit applications.
Administers contracts with consulting engineers, construction and other firms.

Performs infrastructure condition assessments and recommends rehabilitation methods to be utilized.
Coordinates design, construction, inspection, and dedication of facilities.
Studies major engineering problems and renders decisions on the best course of action.
Prepares periodic and special reports as required.

Analyzes reviews, modifies, and performs computer modeling of water and sewer piping and pumping systems. Performs checks of modeling results with observed field conditions.
Attends meetings and makes public addresses.
All other duties as assigned.

PROJECT ENGINEER (EI)
JOB SUMMARY: PG S113
This position will be responsible to perform engineering design and analysis to support permitting, construction, operation, maintenance activities and rehabilitation associated with civil/structural aspects of water production, distribution, and storage facilities, collection systems, lift stations, as well as wastewater treatment , disposal and water reclamation facilities.

ESSENTIAL FUNCTIONS
Prepares civil/structural design drawings, detailed cost estimates, material lists, technical reports, plans and specifications for permitting, construction and renovation of ECUA facilities.

Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.

Uses computer-assisted engineering and design software and equipment to perform analyses, prepare engineering and design documents.

Calculates costs and determines feasibility of projects based on analysis of collected data, applying knowledge and techniques of engineering, and advanced mathematics.

Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project.

Review ECUA water and wastewater permit applications.

Participates in selecting and directing engineering consultants when needed to perform certain aspects of projects.

Participates in team, permitting, construction and other meetings and discussions related to projects.

Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

Coordinates work with Regional Services and Lift Stations; maintains good working relationships with Region customers, contractors, consulting engineers and county/state agencies.

May respond to call-out work during non-working hours or emergencies.

All other duties as assigned.
PROJECT ENGINEER P.E.
Bachelor's degree in civil, environmental, or sanitary engineering. (Educational documentation will be requested upon offer of employment.)

A minimum of five years of progressively responsible engineering experience in the planning, design, construction, or operation of water or wastewater facilities. Public utility engineering and sewer system rehabilitation experience is preferred.

Licenses and Certifications:
Possession of or ability to obtain a valid Driver's License upon offer of employment.

Registration as a professional engineer in the state of Florida, or if registered in another state, must obtain registration within one year of appointment.


PROJECT ENGINEER EI
Bachelor's degree from an accredited college or university in Civil, Environmental, or Mechanical Engineering, and between 0 and 4 years job-related experience. (Educational documentation will be requested upon offer of employment.)

Must possess or obtain a Florida engineer intern certification within six (6) months.

Familiarity with hydraulic computer modeling software and GIS is preferred.
Employment offers to all new hires are contingent upon the job candidates successfully passing background, motor vehicle and reference checks, drug screening, and post job offer physicals (that may include pulmonary testing). All applicants are subject to physical assessments as required by job.
While performing the essential functions of this job the employee is regularly exposed to indoor office environment and occasional outdoor weather conditions.

May respond to call-out work during non-working hours or emergencies.

When working outdoors, employee may be exposed to noxious fumes, airborne particles, and toxic and caustic chemicals. Outdoor conditions are moderately loud.

May be required to reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and lift and move heavy objects up to fifty (50) pounds independently and lift up to 200 pounds with assistance.

Engineering principles and practices as applied to the planning, design and construction of water and wastewater treatment facilities; wastewater pumping stations, potable water booster stations, sewer collection facilities and water transmission and distribution facilities.

Codes and standards governing water and wastewater system construction and maintenance projects. Ability to plan, schedule, and supervise professional, sub-professional, technical, and administrative personnel.

A wide variety of types of design, construction and rehabilitation standards and methods used in water, sanitary sewer, and other public works activities.

Principles of supervision, training, budgeting, and project record keeping.
Skills:
Strong organizational skills.
Analytical skills for prioritizing data.

Time management skills for meeting multiple deadlines.

Expertise in matters of specialized code, rules, policy, analyses, or complex technical systems.

Proficient skills in MS Word and MS Excel.
Ability to:
Prepare, review, and approve comprehensive reports; plans, contract documents, and estimates.

Participate as an interactive member of the management team.

Prepare and present complex and comprehensive reports, both orally and in writing.
Interpret and summarize computer modeling results.
