OVERVIEW

Under the direct supervision of the Security & Infrastructure Team Manager, the Senior Infrastructure & Innovation Engineer is responsible for the design, implementation, support, and modernization of Snohomish County 911’s hybrid IT infrastructure. This role is focused on advancing the agency’s capabilities across Windows-based operating systems, cloud environments (Azure/M365), automation frameworks, and emerging AI-assisted technologies. In addition to these specialties, the position requires serving as a technology generalist—supporting and maintaining a wide range of critical business systems that ensure the reliability, security and effectiveness of the agency’s operations. The agency values diverse infrastructure experience across multiple platforms (AWS, Google Cloud, etc.) and is looking for a forward-looking perspective that balances current needs with future technology opportunities.

This position supports a mission-critical, multi-node network, serving thousands of users across the public safety enterprise. The incumbent functions as a senior technical authority—leading cross-functional projects, defining infrastructure standards, developing scripts and automation workflows, and integrating intelligent tools to improve service delivery. The incumbent contributes to strategic planning efforts, provides guidance on best practices, and collaborates with both management and technical staff to architect resilient and secure systems.

The position is also expected to critically evaluate existing systems, vendor offerings, and emerging solutions to help re-imagine opportunities that make the agency more efficient, cost-effective, and technologically self-sufficient.

The position participates in an after-hours (weekend, night, holiday) on-call rotation to support urgent technical issues and system emergencies. This is an FLSA-exempt, non-supervisory role that offers high levels of autonomy, influence, and innovation responsibility.

  • Install, administer, and optimize Snohomish County 911 servers, storage, and services following security best practices, ensuring high availability and optimal performance
  • Serve as a lead contributor on cloud migration efforts, including Azure Active Directory, Microsoft 365, Exchange Online, and hybrid infrastructure
  • Develop and maintain PowerShell, VBScript, or other automation to streamline system management
  • Design and maintain prompt workflows and AI-enabled tools for diagnostics, scripting, documentation, and operational support
  • Architect and implement technical solutions involving domains, file systems, permissions, and access policies
  • Assess the value and effectiveness of existing systems and workflows, recommending re-engineered approaches that improve efficiency, reduce costs, and strengthen the agency’s ability to independently manage critical technologies.

A combination of education and related experience sufficient to provide the requisite knowledge, skills, and abilities.

  • Bachelor’s Degree in Computer Science, Information Systems, or a closely related field, and/or
  • At least five (5) years of progressively responsible experience in enterprise system administration or infrastructure engineering
  • Demonstrated experience in Azure and M365 migrations, cloud infrastructure, automation/scripting, and AI tools. Experience with alternative platforms (e.g. AWS, Google Cloud, etc) is valued and transferable.
  • Certifications (preferred but not required): Microsoft Certified: Azure Administrator, M365 Enterprise Administrator, or similar

The Ideal Candidate should possess the following:

  • Knowledge and Experience in administering and securing hybrid infrastructure – Manage Windows Server, Active Directory, Azuire AD/M365, and related storage / networking in a mission-critical environment
  • Automate and optimize workflows – Develop PowerShell scripts and leverage AI/automation tools to reduce manual work and improve system efficiency
  • Design resilient solutions – Implement disaster recovery, backup, and continuity strategies that meet CJIS / HIPAA and Public Safety requirements
  • Track record of planning and implementing a hybrid on-prem/cloud solution
