Job Description
The Property Manager serves the Tribe by leading the day-to-day operations, oversight, and overall performance of Tribal housing and assigned real property assets. This role is responsible for leasing and occupancy, tenant relations, financial stewardship, maintenance coordination, and compliance with Tribal policies and applicable federal, state, and local regulations. The Property Manager ensures that all properties are safe, well-maintained, financially sustainable, and managed in a manner that reflects the Tribe’s standards and accountability.
This position reports to the Facilities and Lands Administrator and oversees a portfolio of 15 properties, including residential and commercial assets. The Property Manager makes operational decisions regarding leasing, vendor management, and property maintenance within approved policies and budgets. This position requires on-site availability Monday through Friday, 8:00 a.m. to 5:00 p.m., with flexibility to respond to after-hours property emergencies as needed.

Essential Duties and Key Responsibilities
Property Operations & Leasing
- Market available units and coordinate showings
- Screen applicants (interviews, credit, background checks)
- Establish rental rates and manage lease agreements
- Generate and manage monthly tenant billing and rent collection processes
- Achieve and maintain occupancy, financial, and service performance targets established by the Tribe
Tenant Relations & Compliance
- Respond to tenant concerns and resolve disputes
- Ensure compliance with Tribal housing program requirements, including NAHASDA, federal, and state regulations as applicable
- Maintain confidentiality of tenant and applicant information
Financial Management
- Develop and manage property budgets
- Monitor financial performance and expenses
- Track, review, and submit operating expenses through established approval processes
- Prepare financial reports for Executive Council
Maintenance & Capital Improvements
- Coordinate maintenance, repairs, and inspections
- Oversee vendors and contractors
- Respond to emergency maintenance issues
- Manage unit turnover and capital projects
Administration & Reporting
- Maintain property records and documentation
- Administers the Student Rental Assistance Program and other housing-related programs
- Develop policies, procedures, and forms
- Provide regular operational updates and reports
Skills & Abilities
- Strong interpersonal, communication, and negotiation skills, with the ability to engage professionally and respectfully with Tribal Members, leadership, staff, vendors, and contractors
- Knowledge of applicable federal, state, and Tribal housing laws and regulations, including compliance requirements
- Ability to analyze financial statements, budgets, and operating performance to support informed decision-making
- Demonstrated strength in contract negotiation and vendor procurement, management, and oversight
- Exceptional attention to detail and accuracy in recordkeeping, documentation, and task execution
- Ability to manage multiple properties, projects, and competing priorities in a fast-paced environment
- Proficiency in Microsoft Office and property management software, with the ability to learn and adapt to new systems and technologies
- Ability to effectively oversee vendors, contractors, and construction or capital improvement activities
- Experience developing, implementing, and improving policies, procedures, and operational processes
- Ability to respond promptly and effectively to emergency situations and after-hours issues as needed
- Ability to work independently while exercising sound judgment, discretion, and confidentiality
- Strong problem-solving and critical thinking skills, with the ability to identify issues and implement practical solutions
- Proactive approach to anticipating needs, mitigating risks, and resolving issues before escalation
- Cultural awareness, sensitivity, and respect for Tribal values, traditions, and community dynamics
- Professional demeanor and ability to represent the Tribe with integrity and positivity
- Ability to follow and enforce established policies, procedures, and reporting structures
- Demonstrated reliability, accountability, and a strong work ethic
Education and Experience
Required:
- Associate’s degree in Business Administration, Real Estate, or a related field; OR a High School Diploma/G.E.D. with at least three years of progressively responsible related experience.
All offers are contingent upon:
- Negative drug test, including cannabis.
- Satisfactory background check including criminal record, education verification, and previous employment
- Department of Justice fingerprinting clearance through Federal, State and Child Abuse Index
- Required to possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier
Preferred:
- Certified Property Manager (CPM), HCCP, or similar certification
- Experience with HUD/NAHASDA programs
- Experience working with Tribal communities

Compensation: The hiring range for this position is from $71,000 to $101,700 on an annual basis. The compensation offered within this range will be based on the candidate’s experience, education and demonstrated ability to meet the responsibilities of this position.

Requirements:
