This position will support the Public Affairs Department in creating opportunities for public dialogue, engagement, and marketing, and will be a key player in building trust, connection, and commitment among residents and between the community and City government. This position coordinates the City's community listening and feedback efforts, including the comprehensive community survey program, micro-survey initiatives, Listening Tours, and public forums, and serves in a lead coordinating role for the City's public engagement committee, which brings together members of the public to discuss and help guide the City's overall outreach efforts.

As a representative of the City of Baytown, this position will be responsible for promoting and marketing various City services, operations, and activities, including, but not limited to, public infrastructure improvements, capital projects, planning and development projects, and health and well-being programs to the City's various publics and audiences. Alongside others in the department, plans, develops, manages, and produces public information products such as brochures, fact sheets, audio/visual programs, website and social media content, and other informational, educational, and promotional materials. Serves as an internal resource, coordinating with department staff on communication strategies. This position helps to create and coordinate outreach and promotional materials, advertisements, internet content, and marketing collateral for various departments.


  • Plans, develops, manages, and produces public information products such as brochures, fact sheets, audio/visual programs, website and social media content, and other informational, educational, and promotional materials.
  • Works with neighborhood and civic groups to create programs and initiatives to improve residents' quality of life. Creates avenues for the community to provide feedback on City initiatives.
  • Coordinates the City's Comprehensive Community Survey program and other survey initiatives, including survey administration, data collection, and reporting of resident feedback and trends to City leadership.
  • Plans and coordinates Listening Tours, public forums, and other community engagement opportunities to gather resident input on City services, projects, and initiatives.
  • Serves in a lead coordinating role for the City's public engagement committee, convening members of the public on a recurring basis to discuss and help guide the City's overall outreach and engagement efforts.
  • Represents the City of Baytown at community events to promote various initiatives, services, and operations. Plans, coordinates, attends and/or supports the planning and coordination of events such as public forums, project open houses, and community activities, including door-to-door outreach, as needed.
  • Collects and communicates project-specific information regarding project schedules, expenditures, and related milestones. Utilizes project updates, progress records, and other information provided by City departments to prepare project-specific summaries and reports to other City stakeholders and the public.
  • Works with outside vendors to ensure marketing material is ordered, produced, and accurate according to specifications. Ensures inventory and deadlines are adhered to by all vendors. Responsible for evaluating and paying invoices according to the given marketing material budget.
  • Performs all other related duties as assigned.


Required:
  • Bachelor's Degree from an accredited college or institution in Marketing, Communications, Public Relations, Advertising, Journalism, Public Administration, or a related field.
  • One year of experience in a Community Development, Non-profit Community Service, Community Outreach, related community-focused program, or a related field.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
OR
  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred:
  • Demonstrated experience facilitating public meetings, forums, or committees.
  • Bilingual in English/Spanish.
  • Experience with community engagement or resident survey platforms.
  • Experience working with technical and operational construction or project managers.
  • Municipal government experience.
  • Experience with Graphic Design Programs.

Ability to multitask, establish priorities, work independently, and maintain organization. Strong written and oral communication skills required. Comprehensive knowledge of office practices and procedures. Considerable knowledge of the methods and techniques of public contact and community engagement, including surveys, listening sessions, and public forums. Ability to facilitate group discussions and committee meetings. Work requires continual attention to detail in entering, composing, typing and proofing data and materials. Knowledge of business machine operations, personal computers and related software, and accounting/billing processes. Must have a high level of interpersonal skills to handle sensitive and confidential situations with both internal and external customers. Position continually requires demonstrated poise, tact, and diplomacy. Ability to establish and maintain cooperative working relationships with those contacted in the course of work including community leaders, area nonprofits, City officials, management staff, employees/co-workers, and the general public.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
