Job Description
Under the general supervision of the Instructional Dean or assigned administrator, provides specialized advising, student support, enrollment, and program support services to students participating in the Rising Scholars Program. Assists justice-impacted students in navigating academic requirements, enrollment processes, institutional procedures, educational planning, and student support resources within established guidelines and procedures. The position applies institutional policies, student records requirements, Financial Aid, FERPA, Title 5 regulations, and program procedures related to assigned responsibilities.
Supports equitable access to educational opportunities, student engagement, persistence, retention, completion, and student success through culturally responsive communication, advising, coordination, and student-centered support practices. Serves as a liaison between students, faculty, instructional programs, Student Services departments, and correctional agencies to support educational achievement and successful participation in the Rising Scholars Program.
The position operates within established policies, procedures, and institutional guidelines and does not exercise counseling faculty authority, instructional responsibility, independent program administration authority, budget authority, or formal supervisory authority over permanent staff.
Positions within the Advisor classification may be assigned to specialized student support, grant-funded, or program-specific service areas. Assignment-specific duties may vary based on operational needs; however, such assignments do not inherently alter the classification level or scope of the position.
The Rising Scholars assignment is distinguished by providing specialized student support services to justice impacted students requiring knowledge of restricted-access educational delivery models, student records requirements, institutional processes, and coordination with internal and external partners.
This classification is distinguished from clerical support classifications by its responsibility for ongoing student advising, educational planning assistance, enrollment support, and coordination of student success activities requiring independent interaction with students, faculty, staff, and external partners.
This classification is distinguished from counseling faculty positions in that the position provides advising support, information, referrals, educational planning assistance, and student support within established procedures and does not provide academic counseling, personal counseling, instructional services, or faculty-level educational planning authority.
This classification is distinguished from management classifications by the absence of institutional policy-making authority, independent program administration authority, budget authority, formal supervision of permanent employees, or responsibility for establishing program direction.

- Provide academic advising support, educational planning assistance, enrollment guidance, and student support services to Rising Scholars students.
- Assist students in understanding educational goals, degree and certificate requirements, transfer pathways, academic expectations, and available student support resources.
- Assist students with accessing admissions, registration, enrollment, records, financial aid, and other institutional processes.
- Develop, update, and maintain Student Education Plans.
- Maintain accurate student records, advising notes, documentation, correspondence, and program-related information.
- Review transcripts, academic records, degree progress information, prerequisites, and enrollment information to support student educational planning.
- Assist with enrollment, registration, roster, grade, census, and student record processes to support accurate and timely student information.
- Use Banner (FRC’s student information system) and related student information systems to access, update, maintain, and review student information in accordance with established procedures, including auditing student academic records to ensure accuracy, compliance, and timely processing of enrollment, academic standing, transfer credit, and graduation information.
- Review instructor class rosters, enrollment transactions, census rosters, final grades, and related records to ensure accuracy and compliance with District procedures.
- Interpret and explain institutional policies, procedures, deadlines, FERPA requirements, Title 5 regulations, and program guidelines related to assigned student support responsibilities.
- Provide individual and group advising, orientations, information sessions,
- Correspond with students to support engagement, persistence, retention, and completion.
- Communicate with faculty, Admissions and Records, Financial Aid, Student Services departments, correctional education partners, and other stakeholders.
- Compile, track, monitor, and prepare reports related to student participation in the program, enrollment, advising activities, and assigned program responsibilities.
- Assist with student orientations, and educational support services for justice-impacted students.
- Assist in managing incoming phone calls and written student inquires.
- Participate in meetings, trainings, professional development activities, committees, and shared governance activities as assigned. May assign and review the work of student employees.

MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCEBachelor’s degree from an accredited college or university in counseling, education, student services, social sciences, human services, public administration, or a related field;
AND
One (1) year of experience in academic advising, admissions and records, enrollment services, student support services, outreach, case management, educational programs, or a related student-focused area;
OR
An equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the position.
ADDITIONAL REQUIREMENTS- Ability to obtain and maintain clearance to enter correctional institutions.
- Possession of, or ability to obtain, a valid California driver’s license and satisfactory driving record.
DESIRABLE QUALIFICATIONS:
Experience working in a California Community College or higher education environment.
- Experience utilizing Banner or similar student information systems.
- Experience with academic advising, educational planning, transcript review, degree audits, or enrollment services.
- Experience working with justice-impacted, incarcerated, formerly incarcerated, or justice impacted student populations.
- Experience supporting correspondence education, distance education, or restricted-access instructional programs.
- Experience working with federal, state, institutional, or grant-funded program requirements.
- Demonstrated sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
