Job Summary
The Program Specialist is responsible for managing and administering all Human Resources and financial aspects of Shannon’s Education Assistance and Workforce Development programs. This includes overseeing student and volunteer initiatives, managing educational assistance and reimbursement programs, and coordinating workforce development events. The Program Specialist ensures program compliance, maintains budgetary oversight, and collaborates with internal and external partners to enhance career pathways in healthcare.
Performance: Position Specific Essential Functions
Student & Volunteer Program Coordinator
- Manage partnerships with healthcare facilities, educational institutions, and community organizations.
- Oversee student placement and volunteer opportunities, ensuring alignment with program objectives.
- Ensure compliance with health and safety requirements, including vaccinations, background checks, and mandatory orientation.
- Assist in developing program guidelines, schedules, and placement processes.
- Utilize, manage, and implement digital platforms for compliance management and tracking.
- Interpret and reference affiliation agreements with educational institutions partnered with Shannon.
- Collaborate with Shannon leadership to connect students with appropriate departmental contacts based on their areas of interest.
- Work across multiple departments, including Staff Development, EMR Training, Information Systems, Employee Health & Safety, and other key stakeholders, to facilitate seamless student onboarding.
- Credential and onboard students, ensuring all credentialing and onboarding activities comply with contractual and regulatory requirements.
- Work directly with instructors and students to ensure timely completion of credentialing requirements.
- Conduct follow-ups with instructors and students to maintain accurate records and ensure compliance with program guidelines.
- Provide outstanding service by demonstrating professionalism, clear communication, reliability, and a customer-focused approach.
Education Assistance Program Coordination
- Administer Shannon's education assistance program, ensuring student eligibility and compliance with policy guidelines.
- Process reimbursements, stipends, check requests, agreements, and maintain communication with program participants.
- Track expenditures, prepare monthly enrollment and budget reports, and manage financial forecasting.
- Monitor and administer account collections, including payroll deductions, in-house payments, and external collections agency tracking.
- Utilize, manage, and implement digital systems for tracking payments and reimbursements.
Virtual Reality (VR) & Event Coordination (Camps & Events)
- Plan, organize, and promote healthcare job exploration initiatives, including career camps and events.
- Develop partnerships with Howard College, Angelo State University (ASU), Concho Valley Workforce, Region 15, Shannon leadership teams, and other healthcare organizations.
- Manage event logistics, including scheduling, registrations, and on-site coordination.
- Collaborate with other coordinators to ensure seamless execution of job fairs, career fairs, and shadowing programs.
- Ensure continuous engagement and communication among stakeholders for event success.
Collaboration & Teamwork
- Actively work with fellow coordinators to execute successful career and workforce development events.
- Maintain regular communication and contribute to shared program initiatives.
- Support cross-functional projects within the Education Assistance and Workforce Development section of HR.

Qualifications
Education
- Required
- High School Diploma, GED, or equivalent
- Preferred
- Bachelor’s degree in Human Resources, Finance, Business Administration, or related field
Experience:
- Required
- One or more years of Microsoft Office Suite (Excel, Word, PowerPoint) experience
- Must be able to demonstrate intermediate skill level in Microsoft Excel
- One or more years of Microsoft Office Suite (Excel, Word, PowerPoint) experience
- Preferred
- One or more years of Human Resources & Payroll Systems experience
- One or more years of Program Management, preferably in Human Resources or Financial Services experience
- One or more years of knowledge of educational assistance programs or similar employee development initiatives experience
Certification/Licensure:
- Preferred
- Society for Human Resource Management- Certified Professional (SHRM-CP) and/or Senior Certified Professional (SHRM-SCP)
