Department Overview

Serves as a strategic advisor to SVP Chief Pharmacy Officer to shape and roll-out strategic roadmaps for

OHSU’s allied health services portfolio, $6 Billion enterprise. This role will drive creation of integrated

strategic plans targeting aggressive regional market growth, facilitate priority-setting, manage high-impact

initiatives, while driving alignment across complex, cross-functional stakeholders, and partners.

The primary responsibility of this role is to support pharmacy and professional support services leadership in

development of cascading strategic, tactical and integration plans, and support related change management

strategies across the health system. Key accountabilities are to design and implement plans, monitor process

and performance against plans.

This position supports the SVP Chief Pharmacy Officer and interacts with other related senior leaders, such as: VP of Strategic Outreach, Service Line VPs, OPP CEO, Healthcare CEO. Deals with confidential and highly

sensitive information.

Function/Duties of Position

Strategic Planning

  • Serve as a senior strategic advisor to Pharmacy and Professional Support Services executive leadership, shaping enterprise priorities and long-range direction for regional market expansion.
  • Lead development and execution of enterprise strategies aligned to organizational goals and market dynamics.
  • Design and facilitate strategy planning retreats to build buy-in on shared vision, strategic goals, and clear objectives.
  • Translate enterprise strategies into a prioritized and funded portfolio of initiatives with clear governance and decision-making frameworks
  • Drive cross-functional alignment, facilitate trade-off decisions to maintain focus onthe highest-value opportunities.
  • Structure complex challenges and synthesize data into actionable insights and strategic recommendations for executive decision-making and prioritization.
  • Ensure initiatives grounded in rigorous business case conclusions, with defined scope, success metrics, and validated feasibility for implementation.
  • Establish planning cadence, governance structures, and performance frameworks to drive accountability and sustained results
  • Lead high-impact, enterprise-wide initiatives requiring executive engagement and alignment
  • Oversee development of integrated strategic roadmaps and execution plans aligning strategy, operations, and delivery
  • Manage portfolios and cross-functional initiatives to ensure measurable outcomes aligned with strategic objectives

Portfolio Management and Roadmap Development

  • Partner with SVP/Chief Pharmacy Officer to translate enterprise strategies into actionable roadmaps with defined requirements, sequencing, and dependencies. Coordinate across all business lines of the enterprise portfolio.
  • Lead portfolio governance for transparent prioritization and decision-making. Balance strategic objectives and pace to operational capacity – reconcile trade-offs.
  • Develop portfolio management structures and processes to guide goals, strategies, and outcomes. Maintain comprehensive portfolio-view across all business lines.
  • Guide scoping of complex initiatives – validate alignment to executive direction.
  • Assess strategy feasibility - anticipate risks and gaps. Create contingency plans to adapt strategies to changing conditions while maintaining directional integrity.
  • Proactively identify and remove barriers to team performance, ensuring forward momentum and timely delivery of results.
  • Ensure initiative quality: clear scope, practical timelines, business requirements, measurable outcomes.
  • Deploy fit-for-purpose governance structures to drive enterprise-level and business line specific initiatives and maintain alignment to strategic objectives. Reconcile competing demands and balance constraints.
  • Influence cross-functional teams and leaders to ensure timely completion of deliverables.
  • Design and deploy problem solving methodologies to define and resolve highly complex issues.
  • Establish effective communication, escalation, and feedback channels to enable rapid issue resolution and informed decision-making.
  • Create mechanisms to systematically plan, track, and report progress against immediate and long-range goals. Link progress to measurable outcomes.
  • Provide senior leadership clear, data-driven insights on portfolio performance, risks, and outcomes. Create executive-level presentations and visuals that demonstrate progress towards strategic goals.
  • Drive transparency through structured communication rhythms and reporting frameworks. Create a communications calendar around strategic initiatives and milestones.

Engagement and Change Management

  • Design and deploy fit-for-situation engagement and change management strategies to drive alignment, adoption, and accountability.
  • Identify and engage key stakeholders to ensure inclusion, ownership, and sustained accountability
  • Tailor engagement approaches with high sensitivity to systemic stress factors and challenges that hinder motivation to drive or adopt change.
  • Navigate complex, sensitive issues with objectivity and credibility, balance stakeholder perspectives while maintaining strategic focus.
  • Build healthy collaborative relationships across silos to promote shared ownership of outcomes. Anticipate their needs and gaps to gain trust and engagement.
  • Drive stakeholder alignment, buy-in, and coordinate across complex cross-functional teams to deliver enterprise outcomes. Sustain motivation to strategic aims.
  • Communicate and resolve tough issues with stakeholders while maintaining objective and neutral perspective.

Build Team Planning Competencies

  • Elevate planning and execution capabilities of teams by promoting best practices, sharing frameworks, and promoting continuous learning.
  • Provide mentoring to leaders and teams to strengthen their strategic thinking, planning discipline, and delivery effectiveness.
  • Share insights, frameworks, and methodologies to help business lines upskill their competencies in strategy planning and portfolio management.

Required Qualifications
  • Master's degree in health care administration, Business, Public Health or Nursing required.
  • Minimum 6 years of experience leading strategic planning and execution of complex or high-visibility initiatives
  • Minimum 5 years of experience in management or administrative roles Proven experience advising and consulting senior leaders (VP level and above)
  • Experience developing and delivering executive-level communications
  • Demonstrated leadership experience, with or without direct reports

Job Related Knowledge, Skills and Abilities (Competencies):

  • Advanced knowledge of Microsoft Office (Access, Excel, PowerPoint, and Word) and SmartSheet.
  • Advanced spreadsheet skills, including complex functions, formulas, and formatting
  • Previous experience with business development/marketing databases preferred
  • Knowledge of accounting and/or financial principles, strategic planning, and marketing
  • Understanding of market analysis reporting concepts such as demographic profiles, competitor analysis, operational assessments/benchmarking, market share/use rate analysis
  • Individual must be results oriented, have excellent presentation and writing skills, excellent analytical and statistical skills, project management skills, problem-solving skills, strong team development skills, ability to function in complex organization, and excellent communication skills.
  • Requires demonstrated effectiveness in influencing others without having direct lines of authority
  • Requires strong leadership, creativity, high energy, strong knowledge base in service line management, organizational development, managed care strategies, strategic planning, financial analysis, research methodologies, and philanthropic activities.
  • Demonstrate ability to lead presentations, training, and facilitate meetings with a diverse group of participants.

Preferred Qualifications
  • Experience in service line area, strategic planning, or consulting preferred.
  • 6+ years of experience leading and scaling large, complex projects or programs preferred
  • Project Management Professional (PMP) or equivalent project / program management certification preferred
