The Manager of Outpatient Surgery presents an exciting opportunity to play a key role in opening the new HUB Surgery Center as part of the Snoqualmie HUB project. This role will actively contribute to designing and implementing workflows, policies, and procedures to ensure safe, efficient, and high-quality operations from day one. This is a rare opportunity to help build a surgical program from the ground up alongside a highly engaged clinical and administrative team.

The Manager of Outpatient Surgery is responsible for the day-to-day operational management of outpatient surgical services. This role oversees the daily operations of ambulatory surgical care, including pre-operative services, intraoperative support, post-anesthesia care, and related procedural areas. Reporting to the Chief Nursing Executive (CNE), the Manager partners closely with the Outpatient Surgery Medical Director to coordinate the daily functions of the Outpatient Surgery Center. The Manager works collaboratively with surgeons, anesthesia providers, nursing leaders, and support departments to ensure safe, efficient, patient-centered surgical services while supporting regulatory compliance, quality outcomes, operational excellence, and an exceptional patient experience.

In preparation for the opening of the HUB Surgery Center, the Manager plays a key role in operational readiness activities, including workflow design, policy and procedure development, staff onboarding and training, electronic medical record (EMR) build and optimization, equipment readiness, regulatory preparation, and implementation of processes necessary to support safe and efficient surgical operations.

  • Oversee the daily operations of outpatient surgical services, including staffing, scheduling, patient flow, case coordination, and resource utilization.
  • Maintain an active presence within the department, providing operational support and clinical leadership as needed.
  • Monitor quality metrics, patient satisfaction, clinical outcomes, and operational performance to drive continuous improvement.
  • Lead department quality improvement initiatives, patient safety activities, and infection prevention efforts.
  • Investigate incidents, safety events, and patient concerns, implementing corrective actions, and monitoring effectiveness.
  • Ensure compliance with CMS Conditions of Participation, Critical Access Hospital regulations, state licensing requirements, and accreditation standards.
  • Lead operational readiness activities for the HUB Surgery Center, ensuring policies, procedures, workflows, staffing plans, equipment, supplies, and clinical processes are developed, tested, and implemented prior to go-live.
  • Partner with Information Technology, Informatics, clinical leaders, and vendors in the design, validation, implementation, and ongoing optimization of EMR workflows, documentation tools, order sets, preference cards, scheduling functionality, and reporting capabilities supporting surgical services.
  • Coordinate development, review, and implementation of department-specific policies, procedures, competencies, and standard work to support regulatory compliance and operational consistency.
  • Participate in operational readiness assessments, mock patient scenarios, workflow testing, and regulatory survey preparation to ensure a safe and successful center launch.

  • Lead the implementation of workflows, operational processes, and clinical practices required for the successful launch, stabilization, and growth of the HUB Surgery Center.
  • Identify opportunities to improve operational efficiency, patient throughput, scheduling practices, and resource utilization.
  • Promote cross-training and staff competency to maximize flexibility and support evolving operational needs.
  • Participate in planning equipment purchases, facility improvements, and service enhancements.
  • Support initiatives that expand local access to outpatient surgical services while improving the patient experience.
  • Coordinate multidisciplinary teams in developing and validating patient care workflows across the surgical continuum, including scheduling, pre-admission, day-of-surgery operations, sterile processing, recovery, discharge, and follow-up processes.
  • Identify operational gaps, barriers, and readiness risks; develop action plans and monitor progress to support successful program implementation.
  • Collaborate with organizational partners to develop training, competency validation, and change-management activities that support adoption of new systems, processes, and workflows.

  • Recruit, onboard, coach, develop, and evaluate outpatient surgery staff to build a high-performing, engaged team.
  • Develop staff schedules that support patient care needs while maintaining productivity and operational efficiency.
  • Collaborate closely with Sterile Processing, Materials Management, Infection Prevention, Quality, Facilities, Clinics, and other departments to ensure seamless patient care.
  • Partner with physicians and anesthesia providers to support efficient scheduling, block utilization, and daily case management.
  • Participate in interdisciplinary committees, performance improvement initiatives, and organizational leadership activities.
  • Support community access to high-quality surgical services through operational excellence and collaborative partnerships.

EDUCATION

  • Bachelor's degree in nursing or related healthcare field (required)
  • Master's degree in nursing, Healthcare Administration, Business Administration, or related field (preferred)

LICENSURE & CERTIFICATION

  • Current Washington State Registered Nurse (RN) license (required)
  • BLS certification (required)
  • ACLS certification (required)
  • CNOR or other perioperative certification (preferred)

EXPERIENCE

  • Minimum of 3–5 years of progressive leadership experience in perioperative or surgical services, including supervisory or management responsibilities.
  • Experience working in a multispecialty Ambulatory Surgery Center (ASC), preferably supporting 3–4 operating rooms.
  • Experience in a Critical Access Hospital or rural healthcare setting preferred.
  • Demonstrated experience with CMS compliance, regulatory readiness, staffing coordination, quality improvement, and resource management.
  • Experience leading teams through operational change, program implementation, or service expansion preferred.

SKILLS & ABILITIES

  • Strong operational and clinical leadership skills in a perioperative setting.
  • Ability to effectively manage daily operations while maintaining a patient-centered focus.
  • Excellent organizational, prioritization, and problem-solving abilities.
  • Strong knowledge of ambulatory surgery regulations, accreditation standards, and patient safety principles.
  • Ability to develop collaborative relationships with physicians, anesthesia providers, and interdisciplinary teams.
  • Effective coaching, employee development, and performance management skills.
  • Financial awareness with the ability to manage departmental resources and productivity.
  • Excellent verbal, written, and interpersonal communication skills.
  • Adaptable, hands-on leadership style suited to a Critical Access Hospital environment.
  • Proficiency with electronic health records, scheduling systems, and Microsoft Office applications.

Benefit Eligibility Requirements - Employees regularly scheduled at least 20 hours per week.
