Program Director

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Director based in the United States.

This is a senior leadership opportunity overseeing complex technology programs supporting healthcare and public-sector modernization initiatives.
You will provide strategic direction across delivery teams while serving as the primary decision maker and trusted advisor for clients.
The role combines program leadership, client relationship management, financial oversight, people management, and strategic growth.
You will guide multidisciplinary teams through contract, scope, schedule, budget, and delivery requirements while maintaining strong client partnerships.
A key focus will be supporting the modernization of a mission-critical healthcare program designed to strengthen fraud, waste, and abuse prevention across Medicare and Medicaid.
You will help shape scalable technology solutions, manage risks, resolve complex challenges, and identify opportunities for long-term program growth.
This role is ideal for an experienced technology services leader who thrives in mission-driven environments and is passionate about improving healthcare outcomes through innovation.

Accountabilities
  • Lead the overall performance of complex technology programs, including technical delivery, contractual obligations, administrative activities, financial performance, and coordination across multiple workstreams.
  • Serve as the primary decision maker for the program and provide strategic direction to delivery teams, ensuring alignment with client and organizational objectives.
  • Develop and maintain strong relationships with clients and key stakeholders, serving as a trusted advisor on program strategy, delivery priorities, and long-term direction.
  • Communicate effectively with stakeholders regarding changes to program scope, timelines, budgets, priorities, and delivery expectations.
  • Manage planned contract revenue, billable utilization, gross profit, and other financial performance objectives.
  • Translate client vision into actionable delivery strategies and drive teams toward measurable outcomes and agreed success metrics.
  • Manage contractual obligations and oversee the performance and deliverables of subcontracting partners.
  • Identify program risks, issues, conflicts, and dependencies, implementing timely mitigation strategies and turning potential barriers into opportunities for improvement.
  • Negotiate project outcomes, agreements, and resolutions that support successful delivery and sustainable business results.
  • Partner with technical and growth leaders to identify and pursue organic growth and new business opportunities within the client relationship.
  • Develop strategic program plans that support long-term organizational and client objectives.
  • Lead hiring, performance management, timecard reviews, PTO management, mentoring, and professional development for program team members.
  • Foster an environment of collaboration, accountability, continuous learning, and high-quality client service.
  • Support the modernization of a large-scale healthcare technology platform, helping advance cloud adoption, interoperability, security, usability, and data-driven decision-making.
  • Apply structured project management and Agile methodologies to ensure delivery remains aligned with contractual, scope, schedule, and budget requirements.
Requirements
  • Bachelor’s degree with 8+ years of professional experience.
  • 5+ years of experience managing technology service delivery projects.
  • 5+ years of experience in a leadership role within a client services organization.
  • 3+ years of experience working in Agile software development environments.
  • Working knowledge of Federal contract execution and government technology services.
  • Demonstrated experience managing technical, contractual, financial, and administrative aspects of complex programs.
  • Proven ability to build and maintain strong client relationships and communicate effectively with executive and cross-functional stakeholders.
  • Experience managing program revenue, utilization, profitability, budgets, schedules, risks, and contractual commitments.
  • Demonstrated experience selling or identifying growth opportunities within a client services environment.
  • Strong strategic planning, negotiation, conflict resolution, and problem-solving skills.
  • Ability to translate client objectives into actionable program strategies and measurable outcomes.
  • Strong people leadership skills, including hiring, performance management, mentoring, and team development.
  • Ability to work effectively across technical, delivery, growth, and client leadership teams.
  • Strong adaptability and ability to navigate complex challenges while maintaining focus on program objectives.
  • Passion for healthcare transformation, public-sector technology, and mission-driven delivery is highly valued.
  • Must be a U.S. citizen or Green Card holder; sponsorship is not available.
  • Must have been a U.S. resident for at least the past three years.
  • Must be able to meet the requirements for a Public Trust position, including successful completion of a U.S. Government background investigation.
