POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time, CWA position, and hours of work and days are determined by the supervisor. Note: Employees serving in job titles assigned specific workweek limits of 40 hours are entitled to be compensated for approved time worked in excess of their normal workweek at the rate of time and one-half.
JOB SUMMARY:
Under the supervision of the Engineer-in-Charge or other appropriate supervisory official in a large state department, institution, or agency, supervises employees engaged in repair, maintenance, minor construction, adjustment of mechanical installations and equipment, and maintenance of ground. Takes part in the operation, maintenance and repair of steam boilers, and their auxiliary equipment. Also operates and maintains centrifugal chillers, steam absorbers, cooling towers and other related equipment, as needed. Performs all related work as required and as directed by Management.
DUTIES:Supervision of Boiler Room Staff.
Plans work programs and procedures, and develops appropriate schedules and methods.
Operate and maintain steam boilers, water chillers and all related auxiliary equipment within the central heating and cooling plant.
Completes daily logs and maintains records of operating parameters. Conducts periodic readings of pressures, temperatures and maintains daily log of the entire plant.
Conducts daily tests and maintains records of the chemical treatment program.
General cleaning, painting and upkeep of equipment.
Assists in assigning and instructing employees working in plumbing, steam, refrigeration, electric, water and sewage, carpentry, painting, masonry, plastering, sheet metal, repair work, and other types of maintenance work.
Plans and executes effective utilization of available funds, personnel, equipment, materials, and supplies.
Periodically inspects varied systems and plants concerned with buildings and structures, notes potential or active dangerous conditions, and determines the nature and extent of needed repairs.
Performs emergency and minor repairs to boilers, chillers, pumps, compressors, piping, cooling towers and other auxiliary equipment.
Assigns work to all craft-persons and other employees, and sees that work projects are completed in an efficient manner.
Schedules and coordinates the flow of materials with the assignments of maintenance personnel so that the order of work and job progress are properly maintained.
Supervises employees engaged in simple and/or complex steam, electrical, refrigeration, water and/or sewage, painting, carpentry, masonry, metal, and other work.
Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
Obtains, stores, safeguards, records, distributes, and supervises the use of equipment and supplies.
Safeguards the confidentially of the college personnel records, files, fiscal data, correspondence and similar confidential materials.
Qualifications
EXPERIENCE:
Three (3) years of experience in the operation, maintenance and repair of buildings and grounds, including heating and cooling plants, which shall have also included the supervision of staff and preparation of costs estimates.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey to perform the essential duties of this position.Black Seal New Jersey Stationary Engineer’s LicenseKnowledge, Skills & Abilities:Knowledge of developing and maintaining safe and efficient work programs for employees performing carpentry, plumbing, steamfitting, refrigeration, painting, electrical, masonry, plastering, grounds work, and other types of building maintenance and repair work.
Knowledge of all types of boilers and heating plants, including methods to perform repairs.
Knowledge of chemical testing and treatment programs.
Knowledge of various procedures and equipment used in the repair and maintenance of facilities, including the troubleshooting of heating and cooling plant issues to identify problems.
Ability to inspect and make adjustments to safety devices.
Knowledge of the preparation of cost estimates.
Ability to interpret blueprints and specifications.
Ability to determine the nature of needed repairs, to determine and obtain personnel needed, and to supervise its completion.
Ability to prepare and issue work orders to craft-persons and check the progress and quality of their work.
Ability to store, safeguard, record, and distribute equipment and supplies.
Ability to keep records of labor and material and assist in the preparation of budget estimates for material.
Ability to recognize, locate, and take measures needed to eliminate hazardous, potentially dangerous, and other significant conditions.
Ability to supervise the work involved in making laboratory and/or engineering tests of sewage, boiler, water, potable water, electric machinery, and other systems.
Ability to formulate needed and adequate operating procedures and develop effective work methods.
Ability to prepare reports and maintain files.
Ability to develop and maintain an effective and efficient work scheduling system for utilization of staff and equipment.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
Ability to work rotating shifts, weekends, holidays and overtime in an effort to provide 24/7 coverage.
Ability to work extended hours during inclement weather and other emergencies.
Ability to respond as an “Essential Employee” of the State during inclement weather and other emergencies, as directed by Management.
Ability to collaborate effectively with colleagues, departments, and other stakeholders to accomplish shared goals.
Ability to learn & use various computer applications, electronic and manual recording & control systems.
