This is a senior functional consulting role focused on the design, configuration, and delivery of Oracle Utilities Customer Care and Billing solutions. You will serve as a subject matter expert for Market Transaction Framework processes, customer switching, and complex utility business logic. The role combines functional architecture with hands-on solution delivery across critical enterprise systems. You will work closely with business stakeholders, development teams, integration specialists, and validation teams to ensure solutions meet operational and regulatory requirements. Your expertise will contribute across data conversion, testing, deployment readiness, and end-to-end delivery. • Lead the functional design, configuration, and delivery of Oracle Utilities Customer Care and Billing (CC&B/CCS) solutions, with a strong focus on Market Transaction Framework (MTF) processes.
• Define and optimize business rules, market transaction configurations, and customer switching workflows in accordance with regulatory and business requirements.
• Act as the primary functional liaison between business stakeholders, development and integration teams, and downstream validation groups.
• Provide functional leadership and strategic support across data conversion activities and related solution workstreams.
• Support User Acceptance Testing (UAT), including functional validation, issue resolution, and readiness activities.
• Contribute to deployment planning and ensure solutions are functionally prepared for production implementation.
• Translate complex business and regulatory requirements into scalable functional designs and configurations.
• Support cross-functional teams in resolving complex functional issues and maintaining alignment throughout the delivery lifecycle.

• Proven experience in functional design and consulting for Oracle Utilities Customer Care and Billing (CC&B/CCS) implementations.
• Strong expertise with the Oracle Utilities Market Transaction Framework (MTF), including market transactions and customer switching processes.
• Solid understanding of utility industry processes, regulatory requirements, and customer lifecycle workflows.
• Functional knowledge of Oracle Utilities Meter Data Management (MDM) or related utility solutions such as Oracle Field Service (OFS) or Customer to Meter (C2M).
• Experience supporting data conversion, User Acceptance Testing, deployment readiness, and enterprise system delivery.
• Strong ability to define business rules, configure complex functional processes, and translate business requirements into effective solutions.
• Excellent communication and stakeholder management skills, with the ability to collaborate effectively across business and technical teams.
• Strong analytical and problem-solving capabilities, particularly when addressing complex functional and integration challenges.
• Ability to drive cross-functional alignment and operate effectively within large, complex technology programs.
• Availability to collaborate during core Eastern Standard Time (EST) business hours.
