Job Description

The Shared Services Coordinator / Regional Epidemiologist supports the work of local health departments in the Towns of Easton, Foxborough, Mansfield, Norton, Plainville, and Sharon, collectively known as the Bristol Norfolk Public Health Partners (BNPHP). This regional collaboration functions as a shared public health services model funded through state grants with the Town of Foxborough serving as the fiscal agent.

This position is responsible for coordinating the administration of the Public Health Excellence Grant (PHEG), provided by the Massachusetts Department of Public Health. The role also includes providing coverage for the Massachusetts Virtual Epidemiological Network (MAVEN), analyzing epidemiological and environmental health data, and supporting community-based public health programs and initiatives throughout the BNPHP region.

The Shared Services Coordinator / Regional Epidemiologist oversees the implementation and administration of the Public Health Excellence Grant for all BNPHP communities, which shall include the tracking of grant expenditures, monitoring inspection data, complaint records, and ensuring all reporting requirements set by the Massachusetts Department of Public Health are met. The position plays a central role in maintaining data integrity and ensuring compliance with grant conditions.


The position supports the development and delivery of public health education materials and community outreach initiatives. The Shared Services Coordinator / Regional Epidemiologist assists in planning and implementing programs focused on health promotion and disease prevention, utilizing a variety of communication methods such as in-person engagement, websites, social media, and other digital platforms to reach residents across all BNPHP communities.


The position accesses MAVEN data on behalf of the partner communities to investigate communicable disease trends, identify at risk populations, and support data-driven decision-making and targeted interventions.


The position may be responsible for conducting public health inspections, pursuant to BNPHP community requests, to ensure adherence to local and state laws, regulations, and policies. This work involves maintaining accurate and detailed inspection records, preparing reports outlining findings, and responding to community complaints with appropriate follow-up actions.


The position also involves researching, proposing, and implementing public health initiatives aimed at improving service delivery and advancing BNPHP regional goals. The employee works collaboratively with the BNPHP Steering Committee and local health departments to promote equitable access to public health services throughout the region. Additional responsibilities include attending meetings, seminars, health education events, and training sessions to maintain current knowledge of public health practices and technologies, as well as performing other related duties as assigned. Occasional evening and weekend meetings may be required.


Candidates must possess a bachelor’s degree in public health or similar; a master’s degree in Epidemiology is strongly preferred. A valid driver’s license and reliable transportation are also required. Candidates who have experience working within a municipal or other governmental health department preferred.

The ideal candidate will have a comprehensive understanding of public health principles and practices, will be familiar with the administration of a grant, will have a working knowledge of state and local laws or regulations related to public health and will be able to use to data to educate the public about public health trends.

The employee must be able to read and interpret epidemiological data, public health literature, financial reports, and legal documents. Strong analytical, organizational, and planning skills are essential, along with the ability to manage multiple priorities effectively. The role requires excellent communication skills, both verbal and written, and the ability to establish and maintain effective working relationships with a wide range of stakeholders. The candidate must be able to work independently, remain composed under pressure, and meet deadlines consistently. Proficiency in computer systems and strong interpersonal and customer service skills are also required.

The position requires the ability to perform routine physical activities associated with both office and fieldwork. The employee must be able to walk, stand, sit, speak, and hear, as well as use hands for handling documents and operating equipment. Occasional bending, stooping, and lifting of objects weighing up to 30 pounds may be required. Adequate vision and hearing are necessary to perform essential job functions, including reading documents and using a computer.
Works under the general administrative direction of the Director of Public Health for the Town of Foxborough and under the supervision of applicable Health Agents when in another jurisdiction.

Administrative work is performed under typical office conditions. Employee is required to attend occasional evening or off-hours meetings or events. Occasional out-of-office work will be required, including set-up and participation at health promotion/community outreach events, participation in PHEG events and trainings, or inspectional investigatory work. Regularly operates an automobile, computer, telephone, and standard office machines. Makes frequent contact with the public, other town departments/boards/committees, health care professionals, and organizations, contractors, or local/state agencies. Contacts may be made by telephone, in writing, through personal meetings, and meetings with groups.

The Shared Services Coordinator / Regional Epidemiologist works under the general administrative direction of the Director of Public Health for the Town of Foxborough. When working in other member communities, the employee operates under the supervision of the respective local Health Agent.

The majority of work is performed in an office setting under typical administrative conditions. However, the position also requires regular travel within the BNPHP region to attend meetings, to participate in inspections, or to educate the public in community outreach events. Occasional evening or off-hours work may be necessary to promote public health services or to convey health data to the community. The role involves frequent interaction with members of the public, municipal departments, healthcare professionals, contractors, and state and local agencies through various forms of communication, including telephone, written correspondence, and in-person meetings. The employee regularly operates a motor vehicle, computer, and other standard office equipment.
