Position Summary:

The Assistant Director of Human Resources supports the administration of Arkansas State University human resources programs, policies, and procedures. The position provides guidance and assistance to employees, supervisors, faculty, and administrators regarding employee relations, leave administration, reasonable accommodations, immigration compliance, performance management, and other employment-related matters. The Assistant Director works closely with the Director of Human Resources and University departments to promote consistent policy application and compliance with applicable federal and state laws. The Assistant Director will supervise 5+ employees within the Human Resources Department.

Duties & Responsibilities:

  • Provides guidance and support regarding employee relations matters, including performance concerns, workplace complaints, disciplinary actions, and other employment-related issues.
  • Assists with employee relations investigations, disciplinary and termination meetings; maintains appropriate confidential documentation.
  • Maintains immigration compliance by monitoring Public Access Files and employment authorization status and ensuring required documentation is maintained.
  • Serves as a liaison between the University, employees, departments, and the University's immigration attorney regarding employment-based immigration matters.
  • Assists with H-1B Visa, O-1 Visa, permanent residency, and other employment-based immigration processes.
  • Interprets and applies University policies and applicable federal and state employment laws and regulations.
  • Assists with the development, review, and implementation of HR policies, procedures, forms, and training.
  • Provides HR guidance and training to supervisors, employees, faculty, and administrators.
  • Maintains confidential personnel and human resources records and prepares reports and correspondence as needed.
  • Collaborates with Payroll, Benefits, Academic Affairs, and other University offices on HR-related matters.
  • Assists the Director of Human Resources with special projects, compliance initiatives, and other HR programs.
  • Performs other duties as assigned

Knowledge/Skills/Abilities:

Knowledge of human resources principles, practices, and applicable employment laws and regulations.

Knowledge of employee relations, FMLA, ADA, immigration compliance, and employment practices.

Ability to interpret and apply policies and regulations appropriately and consistently.

Excellent interpersonal, written, and verbal communication skills.

Ability to handle sensitive and confidential matters with discretion and professionalism.

Strong organizational skills and attention to detail.

Ability to exercise sound judgment, resolve problems, and work effectively with employees at all levels of the University.

Ability to manage multiple priorities and meet established deadlines.

General Days/Hours:

Monday - Friday
8:00 AM to 5:00 PM
Regular and reliable attendance
Additional hours as needed

Other:

Preferred Qualifications

Experience in higher education or a public-sector environment.

Experience with employee relations, FMLA/ADA administration, workplace investigations, and employment-based immigration compliance.

Minimum Qualifications:

Bachelors degree in human resources, Business Administration, Management, or a related field.

Three years of progressively responsible human resources experience, or an equivalent combination of education and experience.

Experience in handling confidential employee and employment-related matters
