Job Description

Counseling In Schools

Counseling In Schools (CIS) is a dynamic community-based organization founded in 1986 with a mission to promote the emotional and social growth of children so that they can thrive in school and succeed in life. Counseling In Schools has created and fostered relationships with local schools, shelters, and communities to enable New York City’s children to thrive – academically, socially, and emotionally. Our expert team includes licensed mental health and youth development professionals who fully integrate into the community, providing programs that equip children, families, teachers, and administrators with the right tools for preventing and coping with the challenges they face. We envision and work toward a bright future, full of possibilities, where each child can flourish and reach their full potential.

Position Summary

CIS seeks an experienced, collaborative, and highly organized Multi-Site Program Director to provide leadership and oversight to multiple afterschool programs funded through the NYC Department of Youth and Community Development (DYCD) and 21st Century Community Learning Centers (21CCLC). This position will directly supervise and manage Program Site Directors, to ensure high-quality programming and contractual compliance, and strengthen partnerships with school communities. This role requires a strong leader who can develop staff, establish accountability, address operational challenges, collaborate for strong and engaging programming and ensure programs reflect the mission and values of Counseling In Schools.

Key Responsibilities
  • Oversee program quality, operations, and implementation across multiple DYCD and 21CCLC afterschool sites throughout NYC.
  • Supervise, coach, and evaluate Program Site Directors, establishing clear expectations, addressing performance concerns, and supporting their professional growth and ability to independently manage programs.
  • Lead and participate in the recruitment, interviewing, hiring, and onboarding of Program Site Directors and site-based staff in collaboration with Human Resources.
  • Address staff performance concerns, provide constructive feedback, and implement performance improvement strategies in collaboration with CIS leadership and HR.
  • Support Program Site Directors in addressing staffing shortages, ensuring adequate program coverage, and maintaining appropriate staff-to-student ratios.
  • Facilitate regular meetings with Program Site Directors to promote collaboration, problem-solving, accountability, and consistent practices across sites.
  • Conduct regular site visits to assess program quality, student engagement, staffing, safety, and overall operations.
  • Support the development and implementation of engaging, developmentally appropriate enrichment, social-emotional learning, and youth development activities.
  • Ensure compliance with DYCD, 21CCLC, NYCPS, and applicable DOHMH, OCFS, and SACC requirements.
  • Monitor enrollment, attendance, documentation, contractual deliverables, and reporting requirements to ensure program accountability and performance.
  • Oversee preparation for monitoring visits, inspections, audits, and program evaluations.
  • Ensure consistent implementation of safety protocols, incident reporting, and agency procedures, providing leadership and support in addressing significant incidents and emerging concerns.
  • Analyze program data to identify areas for improvement, strengthen student outcomes, and support continuous program development.
  • Build and maintain strong relationships with school leadership and community partners, ensuring programs are responsive to school priorities and student needs.
  • Support Program Site Directors in strengthening family engagement, addressing parent concerns, and maintaining positive relationships with school communities.
  • Oversee program budgets, staffing allocations, purchasing, and expense tracking in collaboration with CIS fiscal and operations teams.
  • Communicate regularly with Executive leadership regarding program performance, staffing, operational challenges, and emerging needs.

  • Experience with DYCD, 21CCLC, and NYC afterschool regulations required.
  • Experience managing budgets, program data, and compliance requirements.
  • Ability to travel between school sites throughout NYC.
Preferred
  • Demonstrated experience recruiting, supervising, developing, and managing staff, including addressing performance challenges and building effective teams.
  • Demonstrated leadership experience; multi-site program management experience strongly preferred.
  • Excellent verbal and written communication, interpersonal, organizational, and problem-solving skills, with the ability to communicate effectively with staff, school leadership, families, and community partners.
  • Strong proficiency in Microsoft Excel, including spreadsheets, data tracking, and reporting, as well as Google Workspace and other program management systems.
  • Commitment to positive youth development, educational equity, and culturally responsive programming.
Benefits & Paid Time Off
  • Paid Time Off (PTO): 30+ days of PTO annually, in addition to paid holidays.
