Description:
In the Court Services and Offender Supervision Agency (CSOSA), the Senior Acquisition Consultant will provide expert guidance and support in federal procurement activities, ensuring compliance with the Federal Acquisition Regulation (FAR) and other applicable laws. The Senior Acquisition Consultant will serve as a trusted advisor and leader, ensuring the highest standards of integrity and efficiency in government procurement. This role is critical to supporting agency mission objectives through effective acquisition management and contract administration. This position requires a highly experienced professional with comprehensive knowledge of federal contracting, demonstrated ability to manage complex acquisition projects, and proven leadership in supporting government agencies with acquisition strategies and execution.

Duties and Responsibilities- Prepare solicitations for federal agencies for both commercial and noncommercial services and supplies, resulting in various contract types such as firm-fixed price, IDIQ, labor hour, and time and material contracts.
- Develop and maintain all supporting contract file documents, including evaluation plans, justification for options, and contract type determinations; post and issue solicitations on SAM.gov.
- Review and providing guidance on documents in accordance with FAR Parts 6, 8, 13, and 16.5.
- Conduct evaluations of submitted proposals or quotes, assist technical evaluation teams, and prepare technical evaluation reports.
- Perform cost/price analysis of contractor proposals for multiple contract types, including preparing detailed cost/price reasonableness reports.
- Prepare competitive range determinations, award determinations, and award documents for purchase orders, task orders, BPAs, IDIQ contracts, and other contract awards.
- Provide contract administration, including resolution of invoice issues, preparation of contract modifications, analysis and documentation for Requests for Equitable Adjustment, and contract close-out activities.
- Assist Program Offices in the development and review of procurement package documents, such as Statements of Work (SOWs), Statement of Objectives (SOOs), market research documentation, IGCEs, and acquisition plans with recommendations for contract and competition type.
- Other duties as assigned.
- Soliciting and awarding construction services at various thresholds.
- Soliciting and awarding Architect-Engineer contracts and task orders under IDIQ contracts.
- Preparing contract terminations for both commercial and non-commercial awards.’
- Past contract work with Government Wide Acquisition Contracts (GWACs) and/or GSA Schedule contracts issued by the General Services Administration.
- Minimum of 20 years of experience in federal acquisition, demonstrating comprehensive and authoritative knowledge of FAR and federal procurement processes.
- DAWIA Level II or III and/or FAC-C certifications.
- Previous employment with the U.S. government or within the 1102 series for a federal agency.
- Must be a US citizen with ability to pass a Court Services and Offender Supervision Agency (CSOSA) background investigation. Additional background investigations may be required as part of the position requirements.
- Experience as a warranted Contracting Officer.
- Educational Requirements: Bachelor’s degree from an accredited university is required. A master’s degree in a relevant field (e.g., Business Administration, Public Administration, or Procurement) is preferred.
