This senior-level advisory role sits at the intersection of healthcare policy, regulatory affairs, and strategic business influence, shaping how complex legislative and regulatory developments impact organizational priorities.
You will be responsible for defining policy strategy across state and federal landscapes while ensuring alignment with enterprise-wide business objectives.
The position plays a critical role in translating evolving regulatory trends into actionable insights, executive guidance, and advocacy strategies.
You will serve as both an internal advisor to executive leadership and an external thought leader in policy forums and industry engagements.
The role requires deep expertise in healthcare policy environments, with a strong focus on PBM and highly regulated industry dynamics.
You will lead the development of policy materials, regulatory responses, and strategic communications that influence decision-making at the highest levels.
This is a highly visible position with significant impact on corporate strategy, reputation, and external engagement.
- Define and lead enterprise-wide policy and regulatory strategy across both state and federal environments, ensuring alignment with business priorities and long-term objectives.
- Serve as a key advisor to executive leadership, providing insights on legislative and regulatory developments that may impact business strategy and operations.
- Develop and deliver policy communications, including memos, presentations, talking points, and executive briefings tailored to diverse internal and external audiences.
- Manage coordination of policy materials and deliverables for executive leadership and board-level discussions, ensuring clarity, consistency, and strategic alignment.
- Monitor and analyze regulatory and legislative landscapes, producing actionable insights through reports, alerts, and strategic assessments.
- Lead the development and execution of federal regulatory comment strategies, including synthesis, drafting, and formal submissions.
- Oversee the creation and maintenance of policy advocacy materials such as issue briefs, legislative language, and external messaging tools.
- Ensure consistency between state and federal policy approaches, harmonizing messaging and advocacy strategies across jurisdictions.
- Serve as a thought leader and external representative in industry associations, trade groups, and public policy forums.
- Provide leadership during regulatory or reputational risk events, supporting crisis response and strategic mitigation efforts.
- Bachelor’s degree in Political Science, Healthcare Administration, Pharmacy, Public Policy, or a related field, or equivalent experience.
- 10+ years of experience in government affairs, regulatory policy, compliance, or related roles within PBM, healthcare, or other highly regulated industries.
- At least 5 years of direct experience engaging with state and federal legislative or regulatory processes impacting healthcare or PBM operations.
- Deep understanding of U.S. federal and state regulatory systems and their interaction within complex healthcare environments.
- Strong knowledge of PBM industry dynamics, healthcare policy frameworks, and regulatory compliance considerations.
- Proven ability to translate complex policy developments into business-relevant insights and strategic recommendations.
- Strong executive communication and public speaking skills, with experience engaging diverse audiences.
- Demonstrated ability to influence senior stakeholders and operate effectively in complex, matrixed organizations.
- Experience managing policy crises or high-stakes regulatory issues is highly desirable.
- Ability to develop strategic advocacy positions and represent an organization in external policy forums.
- Competitive salary range of $143,000 – $243,000 USD, based on experience and qualifications.
