Salary Information: $75,000–$95,000 annually based on experience.
Job Summary:
The Human Resource Manager is responsible for the overall administration, coordination, and evaluation of the human resources function. This position carries out responsibilities in the following functional areas: Human Resource Information Systems (HRIS), benefits administration, payroll, workers' compensation, employee relations, labor relations, training, performance management, onboarding, policy implementation, recruitment/employment, affirmative action, employment law compliance, and reporting. The position is also responsible for administering HR programs and practices for union-represented employees in accordance with the applicable Collective Bargaining Agreement (CBA), company policies, and relevant labor laws, including contract interpretation, grievance administration, and coordination with union representatives as required.
This position is responsible for overseeing human resources operations across five locations throughout California, ensuring consistent application of company policies, employment practices, and labor agreements. This position will be based primarily at the Jurupa Valley and City of Industry locations, dividing time between the two sites as needed. In addition, the role will provide HR leadership, guidance, and support to employees and management across the company's remaining California facilities.
Schedule: Monday – Friday, 8:00am – 5:00pm, On-site in Jurupa Valley, CA and City of Industry, CA
Requirements:Job Duties and Responsibilities:
- Lead full-cycle recruitment efforts for exempt and non-exempt positions, including workforce planning, sourcing, interviewing, selection, onboarding, and new hire orientation.
- Develop, implement, and administer human resources policies, procedures, and programs that support organizational objectives while ensuring compliance with applicable employment laws and regulations.
- Serve as a trusted advisor to managers and employees by providing guidance on employee relations matters, performance management, policy interpretation, workplace investigations, and employment practices.
- Partner with leadership to develop and implement HR strategies, departmental goals, and workforce initiatives that support business objectives and employee engagement.
- Manage the administration of employee benefits programs, including enrollment, claims resolution, vendor coordination, employee communications, and invoice review and approval.
- Administer workers' compensation, disability, and leave of absence programs, ensuring compliance with applicable federal and California employment laws.
- Evaluate benefit offerings and collaborate with brokers and leadership to recommend enhancements that support employee retention, engagement, and organizational competitiveness.
- Administer weekly payroll for union-represented employees, ensuring payroll accuracy and compliance with applicable federal, state, and local wage and hour laws, company policies, and Collective Bargaining Agreement (CBA) requirements.
- Review timecards for biweekly non-exempt employees, ensuring accurate compensation practices and compliance with applicable federal, state, and local wage and hour laws and company policies.
- Support labor relations activities by administering HR programs for union employees, interpreting and applying CBA provisions, responding to contract-related inquiries, participating in grievance processes, and maintaining positive working relationships with union representatives.
- Ensure compliance with all federal, state, and local employment laws and reporting requirements, including but not limited to California labor regulations, I-9 compliance, EEO, ADA, FMLA, CFRA, PDL, ERISA, OSHA, workers' compensation, wage and hour laws, and other applicable regulatory requirements.
- Analyze HR metrics and workforce data to identify trends, assess program effectiveness, and develop recommendations that improve operational efficiency, employee experience, and organizational performance.
- Maintain the integrity of the Human Resources Information System (HRIS), ensuring accurate employee records, data management, reporting, and compliance documentation.
- Monitor changes in employment legislation and proactively update policies, procedures, and practices to ensure ongoing compliance and risk mitigation.
- Partner with operations leadership to support workplace safety initiatives, coordinate safety-related training, maintain OSHA records and reporting requirements, and promote a culture of safety.
- Foster employee engagement and retention through recognition programs, wellness initiatives, community involvement activities, and organizational development efforts.
- Design, coordinate, and facilitate training programs focused on leadership development, compliance, performance management, workplace safety, and employee growth.
- Provide HR leadership and support across five California locations, ensuring consistent application of company policies and employment practices.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
- Experience supporting union-represented employees and administering Collective Bargaining Agreements (CBAs) preferred.
- Working knowledge of federal, California, and local employment laws, including wage and hour regulations, leave administration, workers' compensation, and employee relations.
- Strong verbal and written communication, interpersonal, coaching, and conflict resolution skills.
- Ability to maintain confidentiality, exercise sound judgment, and handle sensitive information with integrity.
- Strong organizational, analytical, and problem-solving skills with the ability to manage multiple priorities.
- Strong proficiency in Microsoft Office Suite and hands-on experience with HRIS and payroll systems. Experience with Paylocity is highly desirable.
- This position has no direct supervisory responsibilities but serves as a coach and resource to managers and employees.
- Ability to travel between company locations throughout California on an as needed basis, with primary locations being the Jurupa Valley and City of Industry facilities.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification is a plus.
- Regular and reliable attendance is required to perform the essential functions of the position.

Physical Requirements:
- Ability to perform primarily sedentary office work, including sitting for extended periods, with the ability to stand and walk intermittently as needed to perform job duties in the shop.
- Ability to walk in a shop environment on an as-needed basis, which may include occasional twisting, bending, stooping, and kneeling.
- Ability to lift, carry, push, or pull up to 30-lbs on an occasional basis.
- Ability to wear required personal protective equipment (PPE) when working in shop or designated areas.
