Wichita Tribal Enterprise, a Quivera Enterprises company, is seeking a detail-oriented Application Specialist IV. The Application Specialist IV provides senior-level application engineering, development, configuration, integration, and technical leadership supporting the National Park Service (NPS) Enterprise Software environment. This role is responsible for designing, developing, enhancing, and maintaining enterprise applications supporting IBM Maximo Application Suite (MAS 9), Oracle databases, financial business processes, and enterprise integrations.

Working within a Federal Operations & Maintenance (O&M) environment, the Application Specialist IV serves as a Subject Matter Expert (SME) for enterprise application architecture, custom development, automation scripting, systems integration, and complex troubleshooting. This position provides technical leadership across multiple development initiatives while ensuring application reliability, security, scalability, and compliance with federal standards.

Key ResponsibilitiesEnterprise Application Administration & Operations
  • Configure, maintain, enhance, and support IBM Maximo Application Suite (MAS 9) applications and enterprise components.
  • Develop, modify, and maintain application configurations, automation scripts, workflows, business rules, and user interface customizations.
  • Support enterprise Operations & Maintenance (O&M) activities including incident resolution, root cause analysis, and production support.
  • Monitor enterprise application health, availability, and performance.
  • Support software deployments, upgrades, patches, and configuration management activities.
  • Ensure application availability, stability, and continuity across enterprise environments.
Application Development
  • Design, develop, test, implement, and maintain enterprise software solutions using Java, Python, PHP, JavaScript, SQL, and related technologies.
  • Develop reusable application components and enterprise services.
  • Implement secure coding practices and software development best practices.
  • Conduct code reviews and provide technical mentoring to junior developers.
  • Develop and maintain technical documentation for software development activities.
  • Perform unit testing, integration testing, debugging, and application validation.
IBM Maximo Application Suite (MAS)
  • Configure IBM Maximo/MAS applications, modules, workflows, escalations, automation scripts, and security groups.
  • Develop Maximo Automation Scripts using Jython and JavaScript.
  • Configure and maintain the Maximo Integration Framework (MIF), including:
    • Enterprise Services
    • Publish Channels
    • Object Structures
    • End Points
    • External Systems
  • Support Maximo upgrades, deployments, patches, and system enhancements.
  • Troubleshoot complex Maximo application and integration issues.
Enterprise Integration & Database Development
  • Design, develop, and maintain Oracle database objects supporting enterprise applications.
  • Develop and optimize SQL queries, stored procedures, packages, functions, and views.
  • Develop REST and SOAP API integrations with enterprise systems.
  • Support enterprise data synchronization, migration, and interface development.
  • Collaborate with Database Administrators to optimize database performance and application efficiency.
  • Support data integrity, security, and enterprise reporting requirements.
Financial Systems & Business Process Support
  • Analyze existing financial and operational business processes supporting enterprise applications.
  • Translate functional business requirements into scalable technical solutions.
  • Recommend and implement workflow automation and process improvements.
  • Support financial reporting, data management, and application configuration activities.
  • Partner with business stakeholders to improve operational efficiency.
Systems Analysis & Solution Design
  • Lead technical requirements gathering sessions with Federal stakeholders.
  • Develop technical designs, specifications, and implementation plans.
  • Evaluate system enhancements and assess enterprise-wide impacts.
  • Resolve highly complex technical issues affecting production systems.
  • Recommend innovative technical solutions supporting mission objectives.
Security, Compliance & Documentation
  • Support implementation and maintenance of security controls in accordance with NIST SP 800-53 and NIST SP 800-53A.
  • Participate in vulnerability remediation, security testing, and audit activities.
  • Support Authority to Operate (ATO) documentation and compliance efforts.
  • Maintain system documentation, configuration records, and operational procedures.
  • Ensure all application changes comply with Federal cybersecurity and configuration management requirements.
Leadership & Collaboration
  • Serve as a senior technical advisor and Subject Matter Expert (SME) for enterprise application development.
  • Mentor Application Specialists and junior developers through technical guidance and code reviews.
  • Collaborate with Program Managers, System Administrators, Database Administrators, Cybersecurity Engineers, Business Analysts, and Federal stakeholders.
  • Present technical recommendations, project updates, and system solutions to leadership and customers.
  • Participate in project planning, change management, and continuous process improvement initiatives.
Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related technical field; equivalent professional experience may be substituted.
  • Minimum 8 years of enterprise application development and support experience.
  • Minimum 5 years supporting Federal enterprise applications or similarly complex enterprise environments.
  • Demonstrated experience with:
    • IBM Maximo Application Suite (MAS 9)
    • Java
    • Python
    • PHP
    • JavaScript
    • SQL
    • Oracle Database
    • REST and SOAP web services
  • Experience configuring and supporting the Maximo Integration Framework (MIF).
  • Experience developing Maximo Automation Scripts using Jython or JavaScript.
  • Strong knowledge of Oracle database development, SQL optimization, and performance tuning.
  • Experience performing software testing, debugging, deployment, and configuration management.
  • Ability to independently analyze and resolve highly complex technical issues.
  • Excellent analytical, organizational, written, and verbal communication skills.
Preferred Qualifications
  • Experience supporting National Park Service (NPS) enterprise systems.
  • Experience supporting Federal Operations & Maintenance (O&M) contracts.
  • Experience supporting ITSS IDIQ task orders or other large Federal IT contracts.
  • Knowledge of:
    • NIST SP 800-53

    • DHS Continuous Diagnostics and Mitigation (CDM)
  • Experience with Agile software development and DevSecOps methodologies.

Physical Demands

This position is primarily performed in an office environment and requires prolonged periods of sitting, typing, and working at a computer. Occasional standing, walking, bending, and lifting up to 15 pounds may be required. Occasional travel and extended work hours may be required to support operational requirements and project deadlines.

Work Environment

This position is performed in a professional office environment supporting Federal information technology operations. The role may require occasional work outside normal business hours to support system maintenance, upgrades, deployments, or emergency operational activities.
