Job Description
Under direction, manages the administration of one or more of the Asset Management Units, including Contract Administration/Section 8, Programs, and Property Management. Provide general supervision of subordinate staff, plan, organize, and manage the activities of their unit or units. Assign, review, and establish performance goals for and evaluate the work of subordinate staff; perform other related tasks.

Contract Administration/Section 8 Unit
1. Manage assigned Asset Management Unit(s) in compliance with NJHMFA established guidelines, agreements, and any relevant state, HUD, and other federal regulations. Perform necessary tasks to achieve Division objectives.
2. Instruct subordinates in the performance of their work to ensure compliance with NJHMFA policies and procedures and provide feedback; conduct staff training as required. Review and approve work for completeness, accuracy, and compliance.
3. Assist with developing Key Performance Indicators (KPIs) to measure staff productivity, gauge training needs, and provide feedback. Incorporate KPIs into department and staff goal setting and performance reviews.
4. Administer annual portfolio assignments. Create and ensure execution of the annual work plan and revise as appropriate to address rescheduled reviews and invoice reporting requirements. Prepare portfolio files for annual audits.
5. Manage day-to-day operational aspects of incentive-based performance standards for management occupancy reviews (MOR), fair housing review, physical inspections, resident inquiries and other tasks as required.
6. Ensure that all IBPS tasks are executed correctly and promptly to minimize the potential for errors and financial disincentives.
7. Review and approve MOR reports and outgoing correspondence.
8. Prepare monthly, quarterly and annual reports as needed.
9. Ensure that all HUD regulations are updated and implemented to include changes from the Code of Federal
Regulations.
10. Communicate with owner/agents and residents to identify needs and effectuate resolutions. Facilitate owner/agent meetings and/or training workshops as needed.
11. Perform other assigned tasks as needed.
Programs Unit

7. Represent the Division at meetings within the Agency and with external business partners and report the progress of major concerns.
8. Communicate with external business partners, owners/agents, and residents to identify needs and effectuate resolutions. Attend/facilitate meetings and/or training workshops as needed.
9. Assist with the creation, development, and implementation of new programs; research issues, monitor responses, prepare correspondence, participate in outreach, and make recommendations.
10. Review and analyze (as needed) existing programs to determine what revisions, if any, are needed to ensure program efficiency, effectiveness, and marketability.
11. Perform other assigned tasks as needed.
Property Management Unit
1. Manage assigned Asset Management Unit(s) in compliance with NJHMFA established guidelines, agreements, and any relevant state, HUD, and other federal regulations. Perform necessary tasks to achieve Division objectives.
2. Instruct subordinates in performing their work to ensure compliance with NJHMFA policies and procedures, provide feedback, and conduct staff training as required. Review and approve work for completeness, accuracy, and compliance.
3. Assist with developing Key Performance Indicators (KPIs) to measure staff productivity, gauge training needs, and provide feedback. Incorporate KPIs into department and staff goal setting and performance reviews.
4. Work with IT to troubleshoot/implement software changes as needed. Oversee the development of training resources for staff.
5. Administer Agency portfolio assignments. Create and ensure execution of the work plan. Revise as appropriate to accommodate operational need. Prepare portfolio files for annual audits.
6. Manage day-to-day operational aspects of Agency performance standards for budget packages, R and R Schedule, Escrow Change requirements, MOR/QOR, physical inspections and other tasks as required.
7. Ensure that all required tasks are executed correctly and promptly to minimize the risk of errors and financial penalties.
8. Communicate with external business partners, owners/agents, and residents to identify needs and effectuate resolutions. Attend/facilitate meetings and/or training workshops as needed.
9. Identify and/or escalate concerns with at-risk projects and delinquent assets.
10. Perform other assigned tasks as needed.
Education and Experience Requirements
Four (4) year college degree; five (5) years relevant experience; five (5) years supervisory experience; or any equivalent combination of education and experience that meets the required knowledge, skills and abilities

A valid driver's license in the State in which the person resides is required only if the operation of a vehicle, rather than

• Strong leadership, management, and business development skills, combined with practical knowledge of policies and procedures for the organization and servicing of FHA multi-family mortgage insurance programs.
• Extensive knowledge of real estate property management procedures.
• Knowledge of Section 8 Project-Based program requirements. General knowledge of HUD regulations.
• Proficiency in a Microsoft Office environment.
• Ability to lead and manage large-team endeavors.
• Ability to effectively plan, develop, and implement comprehensive administrative programs
