Pierce Transit is seeking a highly qualified and motivated Safety Administrator to join our Safety Department. This key role is responsible for developing, implementing, and evaluating comprehensive health and safety programs that support a safe and compliant workplace across the agency.

The Safety Administrator leads investigations into health and safety–related complaints, workplace accidents, injuries, illnesses, and chemical spills. In addition, this position conducts detailed safety data analyses to identify trends, gaps, and potential risks, recommends corrective actions, and develops practical implementation plans to improve overall safety performance.

The ideal candidate brings a strong educational background and professional experience in occupational safety and safety program administration, along with a solid working knowledge of hazardous energy control principles. Successful candidates will demonstrate thorough knowledge of applicable federal, state, and local safety laws and regulations, including State General Safety Standards, the Occupational Safety and Health Act (OSHA), and the Washington Industrial Safety and Health Act (WISHA).

Pierce Transit employees participate in the Washington Public Employees’ Retirement System (PERS) administered by the Department of Retirement Systems (DRS). Employees must elect to participate in PERS Plan 2 or PERS Plan 3. Employees who have participated in the Tacoma Employee’s Retirement System (TERS) may elect to continue to participate in that system.

Employees in the PERS system do not pay the 6.2% Social Security tax but are still responsible for a 1.45% payment for Medicare.

Pierce Transit offers $5,000 per year (up to a total of $18,000) in Tuition Assistance after your one-year anniversary. Certifications, and career skills must be connected to a job at Pierce Transit.

Pierce Transit provides an ORCA Card benefit for each employee and a family member. This benefit providesfree accessto service on Pierce Transit, Sound Transit, Community Transit, Everett Transit, King County Metro, Kitsap Transit, Seattle Monorail, Seattle Streetcar, King County Water Taxi and Kitsap Foot Ferry.

PAID LEAVE:

Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, eligibility to earn 2 wellness days, 6 days of major sick leave, and 22 days of paid time off (PTO) per year. PTO accrual rates increase per policy.



  • Under direction from the Safety Manager, coordinates the activities of the Agency’s safety and operations. Ensures programs are in compliance with applicable laws, rules, and regulations.
  • Consult with all levels of supervisory, management, and classifications of employees to assure compliance with State and Federal safety regulations; consult with other employees to assure compliance with regulatory agency requirements.
  • Evaluates the Agency’s overall safety program effectiveness and achievement of safety objectives. Performs safety analyses of data to identify trends and deficiencies, recommend corrective measures, and develop implementation plans.
  • Identifies and makes recommendations to reinforce best practice plans and protocols to improve the ability to account for personnel, assess infrastructure damage, determine immediate and short-term service capabilities, plan for recovery, and manage public and inter-organizational information.
  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Partners with the DriveCam program, as a resource, to evaluate risky behaviors, potential safety concerns and provide coaching and advice to Operators.
  • Attends agency Safety Committee meetings, as guest, and prepares action plans/items related to agency KPI’s, FTA reporting goals, and other measurable outcomes.
  • Identifies safety issues and trends in workplace accidents. Leads efforts to reduce preventable accident rates.
  • Review agency vehicle-related accidents to determine preventability using nationally recognized standards (such as is outlined by National Safety Council.
  • Promotes and supports agency’s safety culture, compliance and training. Conducts in person and online training for agency personnel on safety-related matters.
  • Conducts daily and weekly workplace inspections. Provides consultation to ensure compliance with established regulations, policies and procedures.
  • Evaluates plans and protocols from national, regional, statewide and local government and non-government sources to ensure the integration of best practices plans and protocols with the Agency’s continuity of operation planning.
  • Serves as technical advisor and administrator of occupational safety and accident prevention issues. Reviews plans, designs, and specifications for all agency functions and facilities to identify proper hazard controls. Coordinates control measures and programs with management officials and contractors.
  • Assists other agency personnel with the review of all major accident investigations.
  • Supports emergency management efforts. Evaluates options, makes recommendations and participates in emergency management planning.
  • Conducts training for agency personnel on safety, accident investigation, spill response, Safety Leadership, and other relevant topics.
  • Oversees and/or provides weekly safety educational materials.
  • Demonstrates reliable and consistent attendance.
  • Performs related work as required.

Required:
  • Bachelor's Degree, with a concentration in occupational safety, industrial hygiene, environmental management or related field and
  • Five (5) years' of increasingly responsible experience in safety program administration.
  • Experience may be substituted for education on a year for year basis.
Desired:
  • Certification through the Board of Certified Safety Professional (BCSP), such as Certified Safety Professional (CSP) or Associate Safety Professional (ASP) is preferred.
  • Certification as a Transit Safety and Security Professional (TSSP)
  • Certification as a Certified Industrial Hygienist (CIH) or the ability to obtain the credential within a specified timeframe, is preferred.
  • Public sector experience desired.
LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS
  • Individuals must pass a background check.
  • Transit Safety and Security Program certification, as outlined by MAP-21
  • Must possess and maintain a valid Washington State driver license.
  • Completion of the following FEMA courses within the first 6 months of hire:
  • IS-100, IS-200, IS-300 (or equivalent), IS-800, IS-139, IS-546, IS-775

Knowledge, Skills and Abilities
Knowledge of:
  • Federal, State and local safety laws and regulations including State General Safety Standards, the Occupation Safety and Health Act and Washington Industrial Safety and Health Act.
  • Working knowledge of industrial hygiene principles, including recognition, evaluation, and control of chemical, physical, and biological workplace hazards, and familiarity with basic exposure monitoring methods and the interpretation of sampling results.
  • Strong working knowledge of hazardous energy control principles, including the development, implementation, and evaluation of Lockout/Tagout (LOTO) programs and procedures in an operational environment.
  • Strong working knowledge of fall protection principles, including the ability to evaluate work activities and environments, apply regulatory requirements, and support the development, implementation, and review of fall protection plans and systems.

Physical Requirements

  • The position involves light physical demands, such as exerting up to 40 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
  • May occasionally need to move boxes/equipment from 5 to 40 pounds.

Education
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
