About This Position

ESSENTIAL FUNCTIONS:
  • Performs inspections necessary for the city’s industrial pretreatment program including new and existing industrial facilities for regulatory compliance.
  • Performs inspections necessary for the city’s stormwater management program for compliance with state and federal regulations.
  • Communicates with and schedules inspections with industries, developers, contractors and others as necessary.
  • Responds to and investigates citizen drainage and flooding complaints, helps maintain database and coordinates with other employees for solutions.
  • Assists Environmental Compliance Manager to implement and improve stormwater education and participation program.
  • Implements the non-analytical monitoring plan, dry weather screening plan, and responds to illicit discharges as needed.
  • Assists with/completes plans review and field inspections for back flow prevention devices, stormwater pollution prevention plans, and residential and nonresidential land disturbance permits. Maintains records and databases.
  • Enforces components of the city’s stormwater management ordinance and sewer use ordinance to maintain compliance.
  • Meets with and provides technical assistance to developers, property owners, contractors, general public, and City staff with issues relating to surface and runoff water quality. Inspects and samples industrial users for compliance with city, state and federal regulations.
  • Assists the Environmental Compliance Manager in drafting and modifying environmental plans, procedures, policies for consideration, including drought management plan, emergency operations procedure, stormwater management and sewer use ordinance, discharge permits, reports to the state, etc.
  • Assists with the cross-connection control plan to ensure compliance with the Safe Drinking Water Act. This includes coordinating for backflow inspections and evaluating cross-connection controls for new construction.
  • Assists the Environmental Compliance Manager to coordinate regulatory compliance issues for sludge disposal off-site, including the landfill use approval.
  • Confers with and provides guidance to Laboratory Technician on laboratory finding that may affect compliance with local, state and federal regulations.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of all applicable local, state and federal laws and regulations pertaining to water and wastewater treatment operations and industrial pretreatment.
  • Knowledge of industrial manufacturing and pretreatment processes and cross connection control practices.
  • Knowledge of City policies and procedures.
  • Knowledge of chemical, bacteriological, and biological analytical methods.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to implement and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to develop department goals and objectives.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Knowledge of local government organization and its departmental operating requirements.
  • Considerable knowledge of modern office practices and procedures.
  • Knowledge of GIS programs, and operation of field GPS devices.
  • Ability to analyze and prepare organizational and functional reports from research data
REQUIRED EDUCATION, EXPERIENCE, LICENSING AND CERTIFICATIONS:
  • Bachelor’s Degree in Environmental Health, Environmental Science, Environmental Engineering, or a related field with two (2) years’ related experience in stormwater regulation, industrial pretreatment and cross connection control or any other degree or experience commensurable for job.
  • Cross Connection Control Basic certification within one (1) year from date of hire.
  • TN Fundamentals of Erosion Prevention and Sediment Control, Level 1 within one (1) year from date of hire.
