Overview

This key leadership role has ownership of enterprise benefits strategies that enhance the overall employee value proposition and increase productivity of the workforce with a focus on worker wellbeing.
Oversees Electric Boat’s wellness and wellbeing benefits and services as part of the HR Services portfolio. Responsible for alignment of programs and products with EB business objectives and with General Dynamics’ overall benefits and wellness strategy. Ensures parity of programs that are implemented fairly and consistently while meeting the needs of a diverse demographic.
Completes complex analyses requiring varied experience in interpreting facts, applying theories, and developing alternative strategic approaches to align with the business. Decisions affect the financial, employee, or public relations position of the company. Supervises an administrative function which must solve complex business problems associated with employee benefits and wellness programs.

Essential Functions:
• Oversee day-to-day operations of high-volume benefits department including administration, walk-in services, and employee service requests.
• Ensure excellent customer service to leadership and employees on benefits-related topics and issues.
• Develop and implement strategies that optimize benefits offerings by providing cost-effective and attractive packages to meet the diverse needs of EB’s workforce. Ensure strategies reflect market position, attraction, retention, inclusion and internal equity.
• Lead the design, development, and implementation of Annual Enrollment for U.S. and Expatriate employees.
• Manage relationships with and drive the performance of benefits and wellness vendors to optimize value of the delivery network for employees and the company. Monitor vendor deliverables to ensure alignment with internal strategy and contractual compliance.
• Partner effectively with union leadership to promote quality and cost awareness, education, and consumerism.
• Maintain relationships with General Dynamics Corporate Benefits to ensure EB’s needs are represented in corporate benefits offerings.
• Monitor the effectiveness, efficiency, and cost of benefits plans via analytical data, audits, and best practices. Recommend changes to optimize programs, impact, and cost.
• Develop and deploy effective communication and education strategies for benefits and wellness programs, services, and pathways. Ensure communication modalities meet the needs of diverse demographic.
• Serve as the center of benefits excellence for the business by providing high level consultative expertise on the interpretation and application of benefits programs and policies. Ensure compliance with procedures and policies while balancing customer needs.
• Identify and respond to legislative changes impacting benefits programs and ensure compliance with corporate legal obligations.
• Participate in external benchmarking to evaluate trends and best practices on benefits and wellness strategies, and program and market competitiveness, with a focus on optimizing EB’s position as an employer of choice.
• Develop and manage benefits and wellness department and program budgets.
• Drive the efficiency and effectiveness of the Benefits and Wellness organization by managing team structure and job assignments, overseeing the quality program, and ensuring performance accountability.
• Grow a developing team with varied levels of proficiency. Focus on performance (individual and
organizational) and employee development to ensure business continuity and increase retention.
Additional Areas of Responsibility:
• Lead development of benefits and wellness strategy in support of union negotiations.
• Partner cross-functionally with peers to design and implement Total Worker Wellness strategy
and programs.

This role is on-site (not eligible for remote work).
Travel between Groton, CT and Quonset Point, RI locations will be required.

Qualifications

Required Education/Experience:

  • Bachelor’s Degree in related field or an equivalent combination of education with a minimum of 8 years experience in Total Rewards/Benefits
  • 8+ years of experience across Human Resources, Total Rewards, Finance or Data Analytics
  • Minimum 5 years’ supervisory experience
  • Minimum 5 years’ benefits administration experience

Preferred Education/Experience:

  • Certification in professional benefits, such as Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS)
