Utility Field Technician

DEPARTMENT: Public Works

POSITION TYPE: Full-Time | Non-Exempt

REPORTS TO: Assigned Water Operator

LAST REVISED: April 8, 2026

WAGE: $16.00 - $22.00

Overview:

This position helps the city provide reliable water service to our community by maintaining, repairing, troubleshooting, and accurately reading residential and commercial water meters. The employee completes assigned service orders, makes necessary meter repairs and adjustments, maintains tools, parts, equipment, and vehicle inventory, and is responsible for locating and marking underground utilities in accordance with Blue Stakes laws, state and local regulations, and industry standards. This position works with customers, builders, developers, property owners, and City staff in a courteous and respectful manner while following all safety policies and helping ensure a positive customer experience.

Key Responsibilities:

Utility Operations & Blue Stakes

Reads, replaces, and repairs water meters, setters, rings, and covers.

Inspects meters and connections for defects, damage, or unauthorized connections and reports irregularities.

Verifies meter readings to identify abnormal consumption and documents causes of fluctuations.

Walks or drives established routes to read water meters.

Turns water service off for nonpayment of residential accounts.

Performs Blue Stakes utility locates for City water, sewer, and electrical systems in accordance with applicable laws, regulations, and standards.

Accurately blue-stake water and sewer utilities using APWA color-coded markings prior to excavation to protect infrastructure and ensure safe, compliant operations.

Completes locate tickets and determines appropriate marking methods based on surface and environmental conditions.

Maintains accurate locate records and responds to requests within required timelines.

Maintains inventory of locating supplies and materials.

Water Distribution Support

Assists with maintenance and repair of the City’s water distribution system, including valves, hydrants, and service lines.

Collects water samples in accordance with regulatory requirements and department procedures.

Assists with flushing, system inspections, and other distribution system maintenance activities.

Supports troubleshooting of pressure, flow, and service-related issues.

Customer Service & Administrative Support

Responds to customer complaints and completes work orders in a professional manner.

Interacts with residents, contractors, and businesses while navigating obstacles on properties.

Performs data entry and maintains accurate service records.

Public Works Support

Assists with maintenance, repair, and operation of City utility systems and facilities.

Performs garbage and recycling can delivery, inspection, replacement, and maintenance, including identifying and replacing maged containers and delivering new or additional cans as requested.

Removes snow from facility sidewalks and public areas.

Assists with general maintenance tasks and seasonal assignments.

Performs heavy manual labor including digging, shoveling, and loading/unloading materials.

Performs additional duties and special projects as assigned by supervisor.

Working Conditions

Work is performed outdoors in all weather conditions, including extreme heat and cold.

Frequent exposure to environmental hazards, traffic, and job site risks.

Requires frequent standing, walking, bending, stooping, kneeling, and lifting.

Regular lifting of up to 40 pounds.

Position may require working varied schedules including four 10-hour shifts or five 8-hour shifts.

May require extended hours during emergencies, storms, or critical events.

Knowledge, Skills and Abilities:

Ability to communicate effectively and maintain positive working relationships with coworkers and the public.

Ability to follow written and verbal instructions and work independently.

Basic knowledge of tools, equipment, and methods used in maintenance and repair work.

Strong customer service skills and professional demeanor.

Basic computer skills, including familiarity with Google Drive.

Ability to safely operate hand tools, power tools, and City vehicles.

Minimum Qualifications:

High school diploma or equivalent required.

Valid Utah Driver’s License with at least three years of driving experience required.

Ability to operate power tools and specialized equipment.

Must pass a criminal background check.
