CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Project Manager to join our dynamic team supporting a federal client. This position provides hands‑on project oversight for the delivery of secure, high‑quality, and scalable data linkage, and the preparation, documentation, and distribution of Center for Medicare and Medicaid (CMS) and other data to support comprehensive research analysis through automated, AI-enabled workflows.
Responsibilities include, but are not limited to:
· Manage multiple linkage projects or workstreams, including scope, schedule, and resources.
· Coordinate linkage activities across CMS, federal, private, and National Institute of Health (NIH) funded study datasets.
· Oversee execution of probabilistic, deterministic, and Privacy Preserving Record Linkage (PPRL) based linkage workflows.
· Track and manage linkage performance metrics, validation results, and QA findings.
· Ensure deliverables meet CMS, NIH, and study specific security and disclosure requirements.
· Support preparation and review of:
o Study Linkage Reports
o Data File Reports
o Linkage Production Reports
· Coordinate analytic output review and disclosure prevention workflows.
· Facilitate project communications, reporting, and stakeholder coordination.
· Support continuous improvement by identifying opportunities to enhance efficiency, accuracy, and compliance.
- Strong knowledge of federal IT and security policies, procedures, standards, and methodologies
- Experience with secure cloud enclaves or platforms hosting sensitive or controlled-access data
- Familiarity with FISMA Moderate, FedRAMP Moderate, and Zero Trust architectures
- Ability to lead and coordinate cross-functional technical teams
- Broad technical understanding of infrastructure, networking, hardware, and software environments
- Strong communication skills (written and verbal)
- Detail-oriented with the ability to manage multiple concurrent priorities
- Certifications such as CISSP, CISM, CCSP, or SANS
- Cloud security certifications (AWS, Azure, or GCP)
- Familiarity with DAMA-DMBOK framework
- Knowledge of data models (e.g., OMOP, HL7, FHIR, CDISC, DDI)
- Experience with AI/ML-enabled tools, GPU acceleration, or advanced data analytics environments
- Experience with metadata tagging, search optimization, and data discovery tools
- Familiarity with Zero Trust Architecture aligned to Cybersecurity and Infrastructure Security Agency (CISA) maturity model
- Experience with NIH, FISMA, and FedRAMP documentation and compliance processes
- Bachelor’s degree in Data Science, Statistics, Computing, Social Science, or related field
- 5+ years of experience supporting federal IT projects in secure IT or cloud environments
- 2+ years of experience serving as a Task Lead on efforts of comparable size and complexity
- Hands-on experience managing enclave-related activities
- Demonstrated experience leading secure cloud environments, including:
- FISMA Moderate systems
- FedRAMP Moderate systems
- Zero Trust implementations
- Proven experience leading tasks for or within a federal agency or organization
- Experience working in regulated research data environments
- Experience supporting large-scale data analytics or AI/ML platforms
- Experience implementing secure data architectures for controlled-access datasets
- Experience supporting federal data environments, including NIH or similar agencies
