Job Description

DEFINITION
Under general supervision, performs a variety of programming duties in the enhancement, modification, and maintenance of department-specific web-based applications supporting vector control operations; assists with application maintenance, coding, troubleshooting, and testing; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Applications Supervisor. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This is a journey-level classification responsible for performing the full range of duties as assigned, working collaboratively and independently, and receiving prior approval for tasks outside standard operations. Positions at this level receive occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

- Performs assigned tasks and responsibilities to support technical assistance efforts for District web applications; identifies, troubleshoots and corrects reported issues; escalates matters to the Applications Supervisor when necessary.
- Conducts general database record maintenance; develops procedures to identify and rectify irrelevant or duplicate data; investigates and corrects errors or glitches in data; and determines root cause and implements strategy for data reconciliation.
- Creates, modifies, and troubleshoots queries, stored procedures and other data structures using T-SQL.
- Assists with creating or modifying web applications using T-SQL, asp.net, html, and JavaScript.
- Troubleshoots, diagnoses, analyzes, and resolve District system application issues.
- Organizes work, sets priorities, meets critical deadlines, and follows up on assignments.
- Writes and maintains comprehensive technical documentation.
- Assists with training on new, enhanced, or upgraded applications; delivers group or one-on-one training sessions; and prepares user training materials and guides.
- Conducts research and stays current on new trends and innovative solutions for software solutions to business processes.
- Assists in developing District reporting tools using MS Power BI.
- Performs other IT-related functions as assigned.
- Interacts with all co-workers in a collaborative and customer service-oriented manner.
- Performs other duties as assigned.
QUALIFICATIONS
Knowledge of:
- Client-server architecture via ASP.NET framework.
- Programing code in multiple languages (e.g., T-SQL, VB.NET, C#, HTML, JavaScript).
- Experience writing code in Visual Studio IDE.
- Developing and delivering training on new or modified applications.
- Knowledge of SQL Server database management system.
- Principles and practices of developing and maintaining technical documentation, files, and records.
- Comprehension of relational database principles.
- Methods and techniques of conducting research.
- Mathematics related to assigned functions.
- Applicable federal, state, and local laws, regulatory codes, ordinances and procedure relevant to assigned areas of responsibility.
- Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
- Learn new computer languages and software as needed.
- Prepare clear and concise technical documentation.
- Translate technical terms to non-technical audience.
- Provide excellent customer service to the public, vendors, contractors, and District staff.
- Provide support to a diverse range of department-specific and web-based applications used in the District.
- Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
- Organize work, set priorities, meet critical deadlines, and follow-up on assignments.
- Use tact, initiative, prudence, and independent judgment with general policy, procedural, and legal guidelines.
- Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- Equivalent to an associate’s degree from an accredited college or university with major coursework in information technology, computer science, or a related field.
- One (1) year of experience providing programming support for web applications.
- Applied knowledge of Relational Database Management Systems, Data Modeling, and the principles of database normalization.
Licenses and Certifications:
- None.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Incumbents in this classification will also complete repetitive motion tasks, including neck bending, typing, scrolling, and clicking. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

CONDITION OF EMPLOYMENT
District appointments are contingent upon the successful completion of several items including but not limited to post-offer medical examinations with the ability to lift up to 50 lbs., drug screening to comply with District policies, a background check with references and employment history, and a Live-Scan fingerprint check through the Department of Justice.
California Code of Regulations, Title 8, Section 5144, Appendix A requires an employee to comply with mandatory Fit Testing Procedures and respiratory protection regulations.
The successful candidate will be required to provide identification and employment eligibility as outlined in the Immigration Reform and Control Act.
