Position Summary

The Vice President, Operational Excellence is a senior executive responsible for the integrated performance of EVgo’s operational backbone — spanning Operations Planning, Portfolio Controls, Public Funding & Accounting, Government Compliance, and Project Engineering. Reporting directly to the SVP, Site Deployment, this leader ensures that EVgo’s network expansion is executed with financial discipline, regulatory integrity, and operational rigor across a complex, multi-state deployment environment. The VP translates enterprise strategy into actionable plans, hones the systems and processes that keep deployment on schedule and within budget, and ensures EVgo honors its public funding commitments to federal and state partners. This role leads a multi-disciplinary team, builds cross-functional alignment from field execution to executive reporting, and serves as a key voice for operational accountability across the company.

Responsibilities

Operations Planning & Performance

  • Support enterprise-wide operations planning cycles, translating corporate growth targets and leadership priorities into integrated deployment plans, capacity forecasts, and resource allocation models across all geographies.
  • Work with project teams to produce operational performance reporting — weekly, monthly, and quarterly — ensuring leadership has accurate, timely visibility into pipeline health, milestone achievement, and team capacity.
  • Partner with FP&A and senior leadership to develop and maintain the annual operating plan for the Operational Excellence function, including headcount, budget, and capital planning inputs.
  • Drive continuous improvement of operational processes and tools — including Salesforce, Sitetracker, Smartsheet, and Tableau — to improve deployment velocity, data quality, and cross-functional workflow efficiency.

Portfolio Controls

  • Direct the portfolio controls function, providing executive oversight of CapEx forecasting, project-level cost tracking, cashflow management, and variance analysis across EVgo’s full deployment portfolio.
  • Ensure robust controls infrastructure is in place to prevent budget overruns and schedule slippage, with clear escalation paths to senior leadership when performance thresholds are exceeded.
  • Partner with FP&A and Accounting to automate capital reporting and establish consistent program-level financial standards across all project types and funding structures.

Public Funding & Accounting

  • Partner in supporting EVgo’s public funding team, including DOE grant programs
  • Ensure public funding considerations are incorporated into project financials, reimbursement planning, and budget forecasting.

Government Compliance

  • Oversee the operational compliance function, ensuring all deployment activities adhere to federal, state, and local requirements including prevailing wage, Buy America provisions, labor law, and AHJ standards.
  • Establish and maintain a compliance monitoring framework that proactively identifies regulatory risk across the project portfolio and drives timely corrective action before issues escalate.
  • Collaborate with Legal and HR to ensure EVgo’s construction and deployment practices meet evolving regulatory standards tied to public funding programs.
  • Work with Contractors to ensure compliance and mitigate deficiencies.

Project Engineering

  • Provide executive leadership for the Project Engineering organization, overseeing project estimation, engineering review, EPC contracting, and construction execution for EVgo’s nationwide fast charging deployment.
  • Ensure Project Engineering operates with the process rigor and cross-functional alignment needed to deliver projects on schedule and within budget at scale, integrating with Supply Chain, Development Engineering, and Utility Integration.
  • Champion the adoption of scalable engineering systems and data-driven project management practices that reduce cycle time and improve visibility across the construction pipeline.
  • Perform other duties and special projects as assigned to support team and organizational objectives.

People Management Responsibilities

  • Lead and develop a high-performing, multi-disciplinary team spanning operations planning, portfolio controls, public funding, compliance, and project engineering; accountable for the overall health, effectiveness, and culture of the organization.
  • Attract, recruit, and retain top talent across functions; build bench strength through intentional hiring, onboarding, and succession planning aligned to EVgo’s growth trajectory.
  • Set clear, measurable goals and performance expectations for direct reports; conduct regular 1:1s and annual performance reviews.
  • Coach and develop managers and directors into well-rounded operational leaders; create structured growth opportunities and provide candid, timely feedback that drives both individual and team performance.
  • Foster a team culture of accountability, transparency, and continuous improvement; model EVgo’s values and lead with consistency in a dynamic, high-growth environment.

Qualifications

  • Typically requires a minimum of 15 years of related experience with a Bachelor's degree; or 12 years and a Master's degree; or PhD with 8 years experience; or equivalent experience.

Desired Skills

  • Master’s degree (MBA or MS) strongly preferred.
  • Experience in the EV charging, clean energy, telecommunications infrastructure, or distributed infrastructure industries strongly preferred.
  • Ability to travel up to 20% nationally as business needs require.
  • Demonstrated experience owning multiple operational functions simultaneously, with a track record of building or scaling teams in a high-growth infrastructure or energy environment.
  • Proven experience managing large capital programs ($50M+) with direct accountability for CapEx forecasting, cost controls, and financial reporting to senior leadership.
  • Meaningful experience with public funding programs — federal grants, NEVI, DOE, or state infrastructure programs — including post-award compliance, reimbursement management, and agency reporting.
  • Working knowledge of government compliance requirements tied to publicly funded construction, including prevailing wage, Buy America provisions, Davis-Bacon Act, and AHJ and permitting standards.
  • Strong command of enterprise project management and operational reporting tools; proficiency with Salesforce/Sitetracker, Smartsheet, Tableau, and/or Jira preferred.
  • Experience overseeing engineering and construction project delivery, including EPC contracting strategies and construction execution at scale.
  • Exceptional executive presence and communication skills; able to represent EVgo credibly with government agencies, funding partners, and C-suite stakeholders.

  • Actual salary may vary depending on job-related factors, including knowledge, skills, experience, and location. 224,000 - 274,500 USD per year(US)
