Job Description

SUMMARY: The Preconstruction Manager leads the planning and coordination efforts that occur between project pursuit and field execution. This role partners with estimating, operations, engineering, procurement, and customers to ensure projects are well planned, accurately budgeted and strongly positioned for the project as a “ready for construction” state.

The Preconstruction Manager is responsible for creating a seamless transition from estimating to operations by identifying risks early, coordinating project startup activities, developing execution strategies, and ensuring all stakeholders have the information needed before construction begins.

ESSENTIAL JOB FUNCTIONS:

  • Partner cross-functionally with Sales, Engineering, Estimating, Procurement, Operations, and other stakeholders to successfully transition projects from opportunity through construction.
  • Collaborate with Estimating and Operations to develop bid packages, coordinate long-lead procurement strategies, manage material and subcontractor RFPs, and support subcontractor selection, award, and contracting.
  • Coordinate internal and external resources to support early-stage project development, including conceptual design, site layouts, production modeling, value engineering, cost optimization, and interconnection planning.
  • Own preconstruction pipeline management for assigned customers and project portfolios by:
    • Providing visibility into project pipelines, schedules, and long-term critical path activities.
    • Maintaining proactive communication with customers to sustain project momentum and demonstrate execution capacity.
  • Lead all preconstruction activities from project award through construction turnover by:
    • Building and maintaining strong relationships with owners, engineers, subcontractors, vendors, and consultants.
    • Coordinating communication between engineering, contractors, and project stakeholders to ensure seamless project execution.
    • Facilitating constructability reviews and technical evaluations with engineering, development, and interconnection teams.
    • Engaging customers throughout the preconstruction process to understand project objectives, address concerns, and communicate progress.
    • Aligning EPC contract scope, schedule, permitting, interconnection, and other development milestones prior to construction.
  • Monitor applicable building codes, permitting requirements, industry regulations, and safety standards to ensure project compliance throughout the preconstruction phase.
  • Track owner-initiated and subcontractor change requests during preconstruction and coordinate appropriate reviews and documentation.
  • Manage subcontractor onboarding activities, ensuring all insurance, licensing, safety, and compliance requirements are completed before project mobilization.
  • Coordinate the preparation, review, and execution of project contracts, exhibits, and other preconstruction documentation.
  • Identify design revisions or scope changes that impact project budgets and collaborate with the Estimating team to maintain accurate pricing and project forecasts.
  • Proactively identify contractual, technical, procurement, and schedule risks, develop mitigation strategies, communicate potential impacts, and support informed decision-making throughout project development.
  • Lead the successful transition of projects from Preconstruction to Operations by:
    • Conducting formal project handoff meetings with Project Management, Operations, Procurement, and Field Leadership.
    • Delivering complete project documentation, budgets, schedules, procurement status, and identified project risks.
    • Remaining engaged during project startup to support resolution of design, coordination, and constructability issues and ensure a seamless transition into construction.
  • Other duties as assigned.

QUALIFICATIONS:

  • In addition to the above, other required qualifications for this role are:
    • Bachelor’s degree or combination of education, training, or experience that provides the required knowledge, skills, and abilities
    • 6+ years’ of commercial construction experience
    • Solid understanding of the construction industry, job site safety requirements, planning and scheduling, building products, and budgets
    • Excellent verbal and written communication skills. Able to communicate effectively, clearly and succinctly through spoken and written forms with peers, management, and customers. Able to effectively communicate with people at all levels and from various backgrounds
    • Effective use of Premise-provided software and tools including: Microsoft Office Suite, PDF Software, Project Management Software, and ability to learn other software, as needed
