Job Description

MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide. Our shipyard is conveniently located in the Mid-Atlantic region at the port of Hampton Roads, Norfolk Virginia.

Position Summary

The Subcontracts Administrator is responsible for the full lifecycle administration of subcontracts supporting government and commercial ship repair projects. This role ensures compliance with applicable regulations, company policies, and government-approved purchasing system requirements while supporting project schedules, budgets, and operational objectives.

Essential Functions
  • Review subcontract requisitions for accuracy, compliance with specifications, budget requirements, and purchasing authorization.
  • Prepare, issue, and administer subcontract purchase orders.
  • Develop and issue Requests for Proposal (RFPs) and Requests for Quotation (RFQs).
  • Evaluate subcontractor proposals and perform cost and price analyses.
  • Negotiate subcontract terms and conditions and manage post-award administration through subcontract closeout with minimal supervision.
  • Maintain subcontract files in accordance with company procurement procedures and government-approved purchasing system requirements.
  • Monitor subcontractor performance to ensure compliance with schedule, cost, quality, and technical requirements.
  • Ensure subcontractors comply with all company policies, procedures, and ethical standards.
  • Partner with project management and production teams to identify contractual risks and resolve subcontract-related issues.
  • Work with managers and subcontractors to resolve disputes or other contractual concerns and recommend appropriate solutions.
  • Collaborate with the Accounting department to resolve subcontract invoice processing issues.
Additional Responsibilities
  • Identify, evaluate, and qualify potential subcontractors.
  • Solicit competitive pricing from subcontractors and suppliers.
  • Perform other duties as assigned in support of departmental and company objectives.
Minimum Qualifications
  • Bachelor's degree in Business Administration, Procurement, Supply Chain Management, Accounting, or a related field.
  • Minimum of two (2) years of government subcontract administration experience, including knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). An equivalent combination of education and experience will be considered.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Excellent analytical, quantitative, negotiation, and problem-solving skills.
  • Demonstrated ability to exercise sound judgment and work independently.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to build and maintain effective working relationships across all levels of the organization.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
