Position Summary:
PowerRise is seeking a highly organized and motivated dynamic Project Controls Analyst to support financial oversight and cost management on water utility infrastructure programs in Camden NJ. In this remote role, you will play a critical role in analyzing financial data, identifying trends, and providing actionable insights to improve operational performance. The ideal candidate will have strong technical skillset, including experience with data analysis, reporting, and automation tools, to streamline workflows and enhance efficiency. You will be responsible for analytically monitoring aspects of project management, and ensuring efficient communication among project teams and stakeholders.
Key Responsibilities:
• Assist in the preparation and consolidation of budget templates, incorporating historical data, organizational changes, and business drivers
• Monitor project budgets against approved Capital Improvement Projects (CIP) allocations; identify and report variances with root-cause analysis
• Maintain cost control logs, change order registers, and contingency tracking sheets
• Process and validate contractor pay applications, purchase orders, and invoice packages for technical accuracy
• Support development of project cost forecasts, including estimate-at-completion (EAC) and estimate-to-complete (ETC) projections
• Assist with the preparation and formatting of project status reports, dashboards, and presentations for various audiences
• Building and maintaining the project schedule (often in tools like Primavera P6 or MS Project)
• Tracking progress against baseline and identifying schedule slippage
• Updating critical path analysis and flagging schedule risks
• Coordinating with project managers/engineers to get accurate progress updates
• Calculating and tracking metrics like CPI (Cost Performance Index), SPI (Schedule Performance Index), CV, SV
• Producing earned value reports for management and clients
• Preparing regular status reports, dashboards, and executive summaries
• Analyzing trends and variances and explaining the "why" behind the numbers
• Supporting risk registers and risk/contingency analysis
• Maintaining change management logs (scope, schedule, and cost changes)
• Resource loading and labor hour forecasting
• Supporting cash flow projections
• Helping with what-if scenarios for schedule or budget changes
Qualifications:
• Bachelor's degree in, Finance, Accounting, Business Administration, Management Information Systems (MIS, or a related field)
• 1–5 years of project controls, financial analysis, or related experience finance, auditing, or related coursework (water/wastewater utility, municipal infrastructure, or public-sector experience strongly preferred)
• Working knowledge of project cost control principles: budgeting, forecasting, variance analysis, change management
• Proficiency in Proficiency in MS Office, including Word, Excel, including pivot tables
• Demonstrated ability to manage multiple priorities and meet recurring reporting deadlines
• Strong written and verbal communication skills; ability to present financial data to non-financial stakeholders
• High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) is essential
• Excellent organizational and time-management skills, with the ability to manage multiple tasks and priorities effectively
• Strong written and verbal communication skills, with a professional and courteous demeanor
• Excellent interpersonal skills and the ability to work effectively within a team environment
Preferred Qualifications:
• Experience with Trimble Unity Construct-based system, for project management, with workflows and processes
• Exposure to water utility rate structures, CIP program delivery, or state revolving fund (SRF) compliance requirements
• Experience supporting grant-funded infrastructure programs (WIFIA, ARPA-W, EPA SRF)
• Familiarity with fundamental project management methodologies and common project management software (e.g., MS Project, Smartsheet, Asana)
