POSITION SUMMARY

The Senior Subcontracts Manager is a hands-on leadership position responsible for managing a portfolio of complex subcontracts while providing day-to-day direction, oversight, and professional development to assigned subcontract personnel.

This position performs the full range of cradle-to-grave subcontract management activities, including acquisition planning, solicitation, source selection, cost and price analysis, negotiation, award, administration, modification, compliance, performance management, and closeout. The Senior Subcontracts Manager also reviews teamwork products, balances workload assignments, monitors departmental priorities, and helps ensure consistent execution across the subcontract function.

The successful candidate will serve as a trusted business advisor to program management, operations, finance, legal, business development, and executive leadership. This individual must be comfortable independently executing complex subcontract actions while simultaneously coaching staff, resolving escalated matters, supporting audits, and contributing to subcontract policies, procedures, and strategic initiatives.

ESSENTIAL JOB FUNCTIONS

Portfolio and Subcontract Management

  • Personally manage an assigned portfolio of complex, high-value, high-risk, or strategically important subcontracts in support of federal prime contracts and commercial business activities.
  • Perform the complete lifecycle of subcontract administration from acquisition planning and proposal support through subcontract closeout.
  • Develop solicitation strategies and prepare requests for quotes, requests for proposals, invitations for bids, and other competitive or sole-source subcontract documentation.
  • Lead subcontractor source-selection activities, including evaluation of technical, schedule, past-performance, compliance, and cost or price considerations.
  • Conduct and document price analysis, cost analysis, market research, and negotiations to establish fair and reasonable pricing.
  • Negotiate subcontract terms and conditions, statements of work, pricing, delivery requirements, intellectual property provisions, data rights, warranties, indemnification, limitation of liability, and other contractual matters.
  • Prepare, issue, and administer subcontracts, purchase orders, task orders, modifications, nondisclosure agreements, teaming-related subcontract documents, and other subcontract instruments within delegated authority.
  • Monitor subcontractor performance, funding, deliverables, invoicing, schedules, compliance requirements, and contractual milestones.
  • Identify subcontract risks and develop practical mitigation strategies in coordination with program and functional stakeholders.
  • Manage subcontract changes, requests for equitable adjustment, disputes, performance concerns, corrective actions, and closeout activities.
  • Obtain and administer required subcontractor bid bonds, performance and payment bonds, certificates of insurance, representations, certifications, and other compliance documentation.
  • Maintain complete, accurate, current, and audit-ready subcontract files in accordance with company policies and applicable regulatory requirements.

Leadership and Staff Oversight

  • Provide day-to-day leadership, direction, and support to assigned subcontract administrators, buyers, or other subcontracts personnel.
  • Assign and balance workloads based on business priorities, employee experience, subcontract complexity, risk, and schedule requirements.
  • Review staff work products for accuracy, completeness, consistency, business judgment, and compliance before approval or execution.
  • Establish clear expectations, monitor progress, provide timely feedback, and hold team members accountable for quality and performance.
  • Coach and mentor staff in subcontract formation, negotiation, administration, documentation, compliance, customer service, and professional judgment.
  • Support employee goal setting, performance evaluations, development planning, training, and succession-readiness activities.
  • Serve as an escalation point for difficult negotiations, subcontractor performance matters, internal customer concerns, and complex compliance questions.
  • Promote collaboration, accountability, responsiveness, and consistent application of subcontracts policies and procedures.
  • Provide coverage and continuity across the department during periods of increased workload or staff absence.
  • Help identify resource constraints, skills gaps, training needs, and opportunities to improve team effectiveness.

Compliance and Business Partnership

  • Interpret prime contract requirements, subcontract terms, the Federal Acquisition Regulation, applicable agency supplements, and other regulatory or legal requirements.
  • Ensure subcontract actions comply with applicable FAR, DFARS, agency-specific requirements, company policies, contractual obligations, and customer requirements.
  • Determine and document appropriate subcontract flow-down requirements in coordination with Contracts, Legal, Compliance, Security, and other subject-matter experts.
  • Support compliance with small-business subcontracting requirements and assist with subcontracting plans, reporting, and socioeconomic utilization initiatives, as applicable.
  • Partner with program managers and technical stakeholders to develop clear requirements, acquisition schedules, evaluation criteria, and subcontract strategies.
  • Support proposal activities by obtaining subcontractor quotations, developing compliant subcontract packages, completing cost or price evaluations, and coordinating required representations and certifications.
  • Advise internal stakeholders regarding subcontract risk, lead times, competition requirements, negotiation strategy, and subcontractor performance.
  • Proactively engage across business lines and functional departments to move subcontract actions and strategic initiatives through successful completion.
  • Support internal reviews, customer reviews, incurred-cost audits, compliance assessments, and other government or third-party audits.
  • Assist with Contractor Purchasing System Review readiness and corrective-action activities, when applicable.
  • Monitor regulatory developments and industry practices that may affect subcontracting policies, procedures, or business operations.
  • Develop, implement, and improve subcontract templates, tools, procedures, workflows, metrics, and internal controls.
  • Prepare and communicate subcontract status, workload, performance, risk, and compliance information to departmental and company leadership.
  • Participate in special projects and perform other duties as assigned.

EDUCATION AND TRAINING

  • Bachelor’s degree in business administration, supply chain management, contracts management, finance, law, or a related field is preferred.
  • Relevant professional experience may be considered in lieu of a degree.
  • Professional certification such as Certified Federal Contracts Manager, Certified Professional Contracts Manager, Certified Professional in Supply Management, or an equivalent credential is preferred.

EXPERIENCE

  • Eight or more years of progressively responsible experience in subcontract management, contracts, subcontracts, supply chain, or a related discipline.
  • Demonstrated experience independently managing complex subcontracts in support of U.S. federal government prime contracts.
  • Prior experience leading, supervising, mentoring, or providing functional oversight to subcontract or procurement professionals.
  • Strong working knowledge of the FAR and DFARS and experience applying regulatory requirements to subcontract formation and administration.
  • Experience with multiple subcontract and prime contract types, including firm-fixed-price, time-and-materials, labor-hour, cost-reimbursement, incentive-fee, award-fee, indefinite-delivery/indefinite-quantity, and task-order arrangements.
  • Demonstrated experience conducting cost and price analysis and leading complex subcontract negotiations.
  • Experience supporting federal technology services, professional services, construction, environmental, facilities, logistics, or mission-support programs is preferred.
  • Experience supporting audits, purchasing-system reviews, or other government compliance assessments is preferred.
  • Experience with Deltek Costpoint or a comparable enterprise resource planning or procurement system is preferred.
  • Experience working in a multi-company, shared services, or Alaska Native Corporation environment is beneficial.

  • Organization: Able to manage a personal subcontract portfolio while overseeing staff assignments, competing priorities, deadlines, and departmental initiatives.
  • Initiative: Able to independently identify issues, take ownership, recommend solutions, and move actions to completion.
  • Adaptability: Able to reprioritize work and make sound decisions in a fast-paced environment with changing requirements.
  • Technology Proficiency: Proficient with Microsoft 365 applications, including Outlook, Excel, Word, PowerPoint, and Teams, as well as electronic procurement and contract-management systems.

SALARY Range

170K to 180K depending upon experience.
