Description: Program Analyst - Purchase Card Program

NextStep Technology, Inc. is seeking a knowledgeable and highly organized Program Analyst to support a federal Purchase Card Program. This position provides operational, analytical, training, and help-desk support to purchase card stakeholders using Citibank’s Electronic Access System (EAS), CitiManager.

The ideal candidate will have strong purchase card experience, excellent analytical and communication skills, and the ability to manage multiple priorities in a fast-paced, professional environment.

Key Responsibilities:
  • Provide technical assistance and monitor the purchase card system to ensure the organizational hierarchy is accurate and current.
  • Process purchase card cancellations and changes to Merchant Category Codes (MCCs).
  • Review and submit cardholder and approving official applications through CitiManager.
  • Add approved Merchant Category Codes to cardholder purchase card accounts.
  • Increase or decrease single-purchase and monthly purchase limits as authorized.
  • Transfer cardholders from one Approving Official (AO) to another.
  • Complete required Approving Official changes.
  • Provide daily help-desk support by responding to questions and requests received by telephone or email.
  • Troubleshoot purchase card account and system issues.
  • Conduct purchase card reviews and audits.
  • Run and analyze transaction reports.
  • Request and review supporting documentation for transactions to confirm compliance with the DHS Purchase Card Manual and applicable policies.
  • Research purchase card issues, policies, and potential concerns, and present recommendations and solutions to management.
  • Compile, evaluate, and present data and statistical information.
  • Develop presentations and deliver training to purchase card stakeholders.
  • Provide field personnel with training and guidance regarding current purchase card policies, procedures, and program changes.
  • Provide on-call support after regular business hours and on weekends, as required.
  • Collaborate with team members and contribute to the successful completion of program objectives.
  • Perform other related duties as assigned.
Requirements: Required Qualifications:
  • Five years of previous purchase card experience or knowledge is preferred.
  • Experience with CitiManager or a similar purchase card management system is strongly preferred.
  • Strong verbal and written communication skills, including active listening, professional presentation, and the ability to communicate findings and recommendations clearly.
  • Advanced proficiency in Microsoft Office, particularly Excel and PowerPoint.
  • Strong analytical skills, including the ability to collect and analyze complex data, evaluate systems and information, and draw logical conclusions.
  • Experience with statistical equations, formulas, reporting, and data analysis.
  • Strong planning, organizational, and project-management skills.
  • Ability to maintain composure under pressure while managing multiple priorities and deadlines.
  • Strong negotiation, critical-thinking, and problem-solving abilities.
  • Superior customer service skills.
  • Ability to work independently and collaboratively within a professional team environment.
  • Ability and willingness to provide after-hours and weekend on-call support.
Education and Experience:
  • Bachelor’s degree from an accredited college or university is preferred.
  • Relevant professional experience may be substituted for the education requirement.
  • Candidates with an associate degree must have at least two additional years of relevant experience.
  • Four years of relevant experience may be considered as a substitute for a bachelor’s degree.
  • Candidates without a college degree must have a minimum of 10 years of relevant professional experience.
