Position Summary:

The Contract Administrator I position is responsible for supporting the administration of contracts and providing clerical support as assigned. Under close supervision, the Contract Administrator performs work that is routine with instructions provided. Business communications outside the department occur often.


Key Responsibilities:

Specifically, the Contract Administrator duties include:

  • Supporting the procurement process
  • Following directions to complete tasks as assigned
  • Collaborating with staff on procurement projects, providing administrative support
  • Responsible for documentation of compliance with contract terms including “Certificates of Insurance”, Bonds, and other documents as necessary
  • Maintaining electronic contract files and related documentation
  • Providing customer service and procurement assistance following direction from senior procurement staff to ensure compliance with District LCRB rules and applicable federal, state and local regulations
  • Maintaining procurement files and documents
  • Maintaining procurement reports
  • Assisting departments with preparation of purchase orders
  • Tracking contract spending and supports distribution of invoices for approval

Duties Applying to All Employees

  • Complete required Incident Command System training
  • Ensure procurement department coverage to provide 10-hour response time during flood season when the Columbia River elevation at the Vancouver Gage is at 17.2’ or above.
  • Adhere to workplace safety rules and regulations
  • Occasional weekend and evening shifts may be required.
  • Some travel may be required to attend conferences and events.
  • Create a culture that promotes respect, inclusion, and equity for the diversity of people in our workforce and community

Knowledge of:

  • Microsoft Office, Outlook, Excel, and Word
  • Microsoft Teams and SharePoint
  • Adobe software
  • Possesses and applies a broad knowledge of principles, practices, and procedures of the field of specialization

Skill &Ability to:

  • Think creatively to problem solve
  • Work collaboratively with other staff and stakeholders
  • Effectively organize and prioritize
  • Maintain filing, record-keeping, and tracking systems
  • Communicate effectively both orally and in writing
  • Organize and prioritize work and meet critical deadlines

Education, Experience, and Special Requirements:

  • Bachelor’s degree in an applicable field or equivalent experience and,
  • 0-3 years directly related professional experience

Working Environment: General office environment, sitting, occasional lifting. This position is not considered safety sensitive. This position is expected to work during regular business hours to provide support to departments. This position is eligible for hybrid work if authorized under district policies and procedures. The District reserves the right to change the hybrid telework policy.
