Property Liability Claims Supervisor

What You’ll Do:
Under the direction of the Director of Property Liability Claims, you will:
- Lead and Support Claims Operations
- Review incoming claims for coverage and assign to appropriate consultants
- Monitor and audit case reserves and coverage decisions
- Oversee external service providers and ensure quality standards are met
- Drive Program Excellence
- Evaluate and recommend enhancements to claims programs
- Collaborate across departments to align claims strategies with organizational goals
- Provide insights to leadership on trends, risks, and opportunities
- Engage with Members and Stakeholders
- Communicate effectively with members regarding claims processes and updates
- Represent the organization at conferences and meetings
- Handle a caseload of 30–50 complex litigation files (EPL, Jail, Law Enforcement)
- Contribute to Strategic Planning and Budgeting
- Assist in developing and managing the annual operating budget
- Support implementation of strategic initiatives
- Provide data and reports to internal and external stakeholders

GENERAL POSITION SUMMARY:
Provides support to the Property Liability Claims Manager, in the implementation, supervision, and continuous improvement of CIS’ Property/Liability claims programs and activities. Under the direction of the Property Liability Claims Manager, supervises Property/Liability staff.

Under the direction of the Property Liability Claims Manager:
Claims Operations
- Review claims as they are received, reviewing for coverage, and assigning to appropriate Property Liability Claims consultant
- Plans, evaluates, and develops recommendations for changes to existing property/liability claims programs and for new or expanded programs and partnerships to meet changing member needs.
- Presents recommendations to the Property Liability Claims Manager.
- Develops and maintains effective mechanisms to identify member needs in the Property/Liability claims area.
- Monitors and directs the performance and effectiveness of staff, contract service providers, and others, for property/liability claims programs. Take action to ensure that deficiencies are corrected.
- Advises and develops recommendations for the Property Liability Claims Manager, regarding property/liability claims, policies and procedures, service providers, risk management and all other aspects of CIS’ Property/Liability claims programs and activities.
- Keeps the Property Liability Claims Manager apprised of the status and developments in CIS’ Property/Liability claims programs, and new developments in the Property/Liability claims marketplace and regulatory arena.
- Provide input to Claims Director and UW Trust Director on suggested enhancements to coverage documents.
- Assists with the development, monitoring, and adherence to the annual operating budget.
- Assists with the implementation of elements of CIS’ Strategic Plan.
- Coordinates with CIS Property Liability Claims Manager, legal staff, and Underwriting Manager to ensure that members’ interests are maximized through an integrated approach.
- May meet with City Administrators/Managers, County Commissioners, Labor/Management Committees, and Member employees to explain Property/Liability claims.
- May make presentations at the CIS annual conference, and other local/national conferences as requested.
- Audit claims files as needed.
- Reviews all coverage issues and, under the guidance of the Property Liability Claims Manager, approves all coverage decisions on questionable claims.
- Monitors and “spot audits” case reserves to ensure reserving practices are consistent with CIS policies.
- Monitor and “spot audit” claims to assure appropriate reporting of qualifying files to Excess carriers.
- Provides claims data and reports to CIS’ risk information staff, re-insurers, auditors, actuaries, and others as requested.
- Addresses problems or complaints regarding Property/Liability claims services.
- Oversees approved outside claims-related service providers, including investigators, bill review services, etc. Directs and monitors the use of such services.
- Develops and maintains effective communications with members regarding CIS’ current property/liability claims programs and future-plans.
- Handles a caseload of 30-50 complex litigation files. (EPL, Jail, LE). Handling complex litigated cases includes trial preparation and working with witnesses.
EDUCATION, CERTIFICATION, CERTIFICATES, KNOWLEDGE & EXPERIENCE:
Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.

Bachelor’s degree
Knowledge
Property/Liability claims program supervision (preferably for public sector), supervisory skills, public speaking skills, insurance concepts, and basic computer skills.
Certificates

Certifications
Desirable at time of hire: CPCU or ARM designation and Oregon Adjusters License.
Licenses
Valid driver’s license; employee must maintain a safe driving record while employed with CIS.
Experience
9-10 years or more
Five or more years of progressively responsible and directly related experience in property/liability, insurance, human resources, municipal administration, association services, or a related field.
SPECIAL QUALIFICATIONS:
The position requires an in-depth knowledge of the principles and practices of Property/Liability claims programs supervision, along with a working knowledge of federal and state laws and rules that apply to Property/Liability claims programs. The position requires the ability to apply interpersonal skills and effective communication techniques needed to build and maintain effective relationships with the staff, members, service providers and other partners. The position requires supervisory skills necessary to effectively supervise Property/Liability staff, the ability to effectively manage time, and the ability to use a computer and related software is required.

Environment
Work is performed in a climate-controlled office environment. Job involves frequent travel.
WORK SCHEDULE:
CIS has a 37.5-hour workweek. Unless otherwise approved by the Department Manager and Supervisor, the typical schedule is Monday – Friday, falling between the hours of 8:00 a.m. and 5:00 p.m.
The home office for this position is CIS’ main office. At the discretion of the Executive Director, the home office may be designated as another office.
The position frequently requires work outside of typical office hours.
Travel estimated: 33% of the time. Includes trips to meetings, training, conferences, member meetings, claims investigations, legal proceedings, staff events, and CIS’ Annual Conference. May include overnight travel.
