Role overview:
Lead functional design and business analysis for a statewide HCBS case management implementation using Tyler Case Management Platform (entellitrak). Own translation of HCBS policy and operations into a prioritized Agile backlog and validated end-to-end workflows across intake > eligibility > PCSP > authorization > service delivery > billing/claims/payment-related workflows > reporting.
Key responsibilities:

Lead JAD sessions and requirements validation; define future-state workflows and business rules

Produce Agile requirements artifacts: epics/features/stories, acceptance criteria, process flows

Own requirements traceability and ensure alignment to project scope and phased releases

Partner with Configuration, Integration, Conversion, Testing, and Training leads to deliver working increments

Own billing/claims requirements definition and support UAT with clear acceptance criteria and test scenarios
Minimum qualifications:

7+ years implementing a case management system of similar scope/size

5+ years HCBS experience within at least one U.S. state government

Extensive billing/claims requirements experience tied to service authorization and service delivery controls

Experience working in Agile delivery teams
