Qualifications
RS&H is seeking to hire a State Operations Leader in Denver, CO!
In this position, you will provide strategic, operational and financial leadership for the Colorado Infrastructure business. This role is responsible for driving profitable growth, operational excellence, and strong project delivery across the state. You will partner closely with regional and divisional leadership, the State Operations Leader helps execute business strategy, strengthen market position, and ensure high-quality outcomes for clients and the firm. This position reports to the West Region Transportation Infrastructure Division Leader.
Key Responsibilities
Operational & Financial Leadership
- Leads revenue, profitability, and overall financial performance across the Colorado portfolio
- Develops and executes annual operating plans, budgets, and forecasts
- Monitors performance trends and conducts regular financial and operational reviews
- Aligns staffing, investments, and business priorities to optimize returns and support sustainable growth
Project Oversight & Delivery
- Ensures effective project transitions, staffing strategies, and quality management practices across the portfolio
- Anticipates and addresses technical, financial, and delivery risks
- Leads project financial reviews and partners with project leaders to drive accountability and performance
- May serve directly as Project Officer or Senior Project Manager on select strategic projects
People & Leadership
- Leads through senior leaders and project teams to drive performance and execution
- Identifies organizational and technical capability gaps and supports talent development strategies
- Builds a culture of accountability, collaboration, and continuous improvement
- Mentors leaders and supports succession planning across the state
Client & Market Engagement
- Partners with leadership to evaluate client feedback and strengthen client satisfaction
- Supports growth through business development, strategic positioning, and relationship building
- Maintains strong partnerships with key internal and external stakeholders
Collaboration & Culture
- Promotes collaboration across disciplines, offices, and regions
- Ensures compliance with client, regulatory, and firm standards
- Reinforces a culture of operational excellence, teamwork, and shared accountability
Minimum Qualifications
- Bachelor’s degree in Engineering or related field
- Minimum 15 years of relevant experience
- Professional Engineer (PE) licensure required
- Proven leadership experience with strong business and financial acumen
- Demonstrated success leading complex, multidisciplinary transportation projects
- Strong communication, organizational, and critical-thinking skills
- Knowledge of Colorado transportation markets and delivery methods
Preferred Qualifications
- Alternative delivery experience
- Executive-level operational leadership experience
Typical salary range for this position in Denver is $210,000 - $260,000, commensurate with experience relative to the position.
