About This Position
Under general supervision of the Public Works Director. Responsible for managing, operating, and maintaining all City Public Works programs, including Streets, Sanitation, Facility Maintenance, Equipment Services, and refuse disposal. Serves as third in incident command operations.
Directs the daily operations and staff of the assigned Streets, Sanitation, Facility Maintenance, Equipment Services, and refuse disposal divisions, planning, prioritizing, and assigning tasks and projects to ensure efficient workflow. Monitors work, develops staff skills, and evaluates performance. |
Manages department projects, assigned staff, and contracted professional service providers; ensures proper execution of all phases of programs and projects. Ensures deliverables meet scope, schedule, cost, and quality requirements. |
Directs the development of project design, scope of work, criteria, standards, and specifications; resolves complex problems and ensures conformance to project plans, accepted engineering practices, and city, county, state, and federal regulations. |
Researches, develops, and recommends policies by continuously assessing department needs and operational processes, including standard operating procedures. |
Analyzes and implements strategies to accommodate changing departmental requirements to meet city management goals. |
Prepares and presents reports on project performance, financial status, and technical matters; writes analytical reports and technical estimates; participates on technical and advisory teams. |
Analyzes financial and resource information and develops and manages departmental budgets. |
Serves as a liaison between regional organizations and state and federal agencies; provides guidance and advice on departmental projects and activities. |
Meets regularly with staff to discuss workload and technical issues, develop goals and priorities, and monitor operations to identify and resolve problems. |
Provides transportation and public works expertise as an advisor to the Incident Commander during emergency response situations; serves as secondary Incident Commander in the absence of the Public Works Director. |
Serves as assistant liaison to emergency agencies and the Emergency Operations Center (EOC) and represents Transportation Services in citywide emergency response and business continuity drills. |
Leads utility and critical infrastructure business continuity planning and assists in curriculum development for System Operations. |
Analyzes and implements strategies to accommodate changing departmental requirements to meet city management goals. |
Maintains frequent contact with employees, citizens, local, state, and federal agencies, and other city departments. |
Demonstrates reliable attendance and the ability to arrive to work on time consistently and must be available 24 hours a day by phone and subject to after-hours call-outs. |
Performs other duties as assigned or required. |
- Principles and practices of civil engineering and municipal public transportation administration, planning, and design.
- Knowledge of the Incident Command System and emergency response planning.
- Knowledge of applicable processes, techniques, methods, and federal and state laws, codes, and regulations related to solid waste, street maintenance, and facility maintenance activities.
- Principles of organization and management, including personnel administration, fiscal management, and budgetary controls.
- Budgeting, accounting, purchasing practices, contract negotiation, and administration.
- Strategic planning, multi-project scheduling, and project control.
- Planning, organizing, and directing a municipal department; selecting, training, motivating, leading, supervising, and evaluating personnel.
- Ability to respond effectively to complex administrative, technical, and personnel problems, exercising initiative, ingenuity, and sound judgment.
- Ability to administer and coordinate diverse work programs and supervise professionals across multiple disciplines.
- Capacity to work effectively amid frequent interruptions and changing priorities.
Bachelor’s Degree in Public Administration, Civil Engineering, or equivalent and five (5) years’ progressively responsible supervisory experience in transportation services or municipal operations; OR
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
A Valid Class C Texas driver license and the ability to obtain a Class A within six (6) months of hire and maintain a satisfactory driving record.
